The National Council on Disability [ [link removed] ] (NCD) released their 2024 Progress Report [ [link removed] ].  NCD was created by Congress to be the official resource for information on disability issues and what changes need to be made to improve the lives of Americans with disabilities.   The Americans with Disabilities Act (ADA), Fair Housing Act amendments and other beneficial policies have been recommended by NCD.  The progress report is attached below.

The Statewide Independent Living Council of Kansas (SILCK) is looking for a new Executive Director to oversee its day-to-day operations, implement its organizational strategic vision, and ensure it fulfills its federally required duties and authorities to help drive its mission – "To promote the integration and full inclusion of Kansans with disabilities into the mainstream of society."

SILCK seeks a visionary leader who:


* Identifies as a person with a disability, preferably from a marginalized community. *
* Has a deep commitment to the Independent Living Philosophy and disability rights and justice.
* Can cultivate and sustain strong partnerships with community organizations, government agencies, advocacy groups, and the Kansas disability community.
* Brings expertise in public policy, systems change, and resource development to push forward the SILCK mission and Independent Living principles.
* Promotes diversity, equity, and inclusion across all levels of the Kansas Independent Living Network.

Key Responsibilities:


* Lead advocacy efforts and conduct trainings and education that empowers Kansans with disabilities to lead and control their lives, particularly from underserved communities.
* Support SILCK with its development, monitoring, and evaluation responsibilities with the Kansas State Plan for Independent Living (SPIL).
* Conduct resource development to secure funding through partnerships and other avenues to sustain and grow the impact of SILCK.
* Develop and implement long-term strategies that address the evolving needs of the Kansas disability community.
* Foster an inclusive, safe, and empowering work environment for staff, volunteers, and stakeholders.

Qualifications:


* Background working or advocating within the Independent Living Movement.
* Leadership experience in nonprofit, advocacy, or government sectors.
* Proven track record of policy advocacy and financial management.
* Knowledge of disability-related legislation (ADA, Rehabilitation Act, etc.).
* Strong communication, collaboration, and conflict-resolution skills.
* Commitment to diversity, equity, and inclusion.

The Federal Communications Commission (FCC) published in the Federal Register a request for comments on the implementation of the National Suicide Hotline Act of 2018 (988).  The FCC proposes requiring wireless providers to support georouting to ensure that the 988  Suicide and Crisis Lifeline may route covered 988 text messages to appropriate local crisis centers.  The Federal Register notice includes instructions on how to make comments. The notice is attached below. The deadline for comments is December 20, 2024.

Virtual Town Hall on the Kansas Community Support Waiver: December 11 from 12:30–2:00 pm CT on Zoom

Join the Kansas Department for Aging and Disability Services (KDADS) and Public Consulting Group (PCG) for the fourth town hall discussing the Community Support Waiver (CSW). This town hall will focus on CSW provider qualifications and the methodology behind an upcoming rate study.

What is the Community Support Waiver?

The Community Support Waiver (CSW) is a new Medicaid waiver program that will assist Kansans with intellectual and developmental disabilities (I/DD) who do not need continuous, 24-hour support. The CSW will expand community care choices and supplement natural supports to make it easier for anyone to live independently at home.
