How would expiration of the enhanced PTCs affect people of different incomes, ages, races, and ethnicities?
In 2021, Congress passed enhanced premium tax credits (PTCs) as part of the American Rescue Plan Act, aiming to expand and stabilize health insurance coverage during the COVID-19 pandemic. Enhanced PTCs made Affordable Care Act insurance more affordable and available by lowering premiums and raising income eligibility thresholds.


But the enhanced PTCs are set to expire at the end of 2025, and expiration could cause 4 million people to lose health insurance. The rollback would have wide-ranging implications, particularly for people with low incomes and people of color.
