Funding Student Need

California’s TK–12 funding formula directs extra money to districts with large shares of high-need students. The formula relies on free-and-reduced-price-meal enrollment as an imperfect proxy for low-income students, but recent trends and policies—such as universal school meals—make it increasingly important to explore alternative measures of need.
