Puget Sound Salmon Recovery Council to discuss the Salmon Recovery Plan Addendum Implementation Plan actions

The Puget Sound Salmon Recovery Council will meet virtually on Thursday, November 21, from 9:00 a.m. to 4:00 p.m.

Meeting highlights include:


* A recommendation to appoint new members to the Salmon Science Advisory Group. Presentation by Annelise Del Rio, salmon science lead at the Puget Sound Partnership.


* A presentation and discussion about the Salmon Recovery Plan Addendum Implementation Plan actions. Staff will provide an overview of the 20 actions selected for Addendum's 2025-27 Implementation Plan, including a summary of the in-person and virtual meetings and how they informed the selection process. Presentation by Melissa Speeg, salmon recovery manager at the Puget Sound Partnership, and Ashley Bagley, salmon policy advisor at the Puget Sound Partnership.


* A presentation and discussion about where to publish the salmon habitat restoration target. Staff will summarize and discuss the feedback about the 2030 salmon habitat restoration target received at the September 2024 meeting. Staff will request input on the Partnership's communication strategy and implementation plan for the target and request a decision from the Salmon Recovery Council (SRC) on including it in the Salmon Recovery Plan Addendum and/or the 2025-27 Addendum Implementation Plan. Presentation by Beihua Page, adaptive systems manager at the Puget Sound Partnership, Laura Vary, progress indicator lead at the Puget Sound Partnership, and Melissa Speeg, salmon recovery manager at the Puget Sound Partnership.


* A presentation and discussion about Riparian Roundtable recommendations. The Riparian Taskforce is currently in the process of developing proposed strategies for implementing the final Riparian Taskforce recommendations which were submitted to the Washington State Legislature and Office of the Governor in June 2024. Taskforce facilitators are meeting with the SRC to present progress and solicit feedback on strategies for implementing the recommendations. Presentation by Billy Plauché, Amanda Carr, and Peter Dykstra, of Plauché & Carr LLP.


* A presentation and discussion about 2025 legislative session plans and priorities. Staff will ask SRC members to review results of a recent prioritization exercise and decide either to recommend the existing prioritization or to recommend a change to the Leadership Council. The SRC Legislative Subcommittee will share the results of the salmon priorities exercise from the September 2024 meeting. Presentation by Don Gourlie, legislative policy director at the Puget Sound Partnership, and Mindy Roberts, Washington Conservation Action and co-vice-chair of the Salmon Recovery Council.


* A presentation and decision on a focus area for Puget Sound projects submitted to the 2025 Salmon Recovery Funding Board (SRFB) regional monitoring grant program. Continuing the discussion from the September SRC meeting, staff will seek a decision on the proposed regional monitoring focus area and provide updates on the grant program process. Presentation by Melissa Speeg, salmon recovery manager at the Puget Sound Partnership, Annelise Del Rio, monitoring performance analyst and salmon scientist at the Puget Sound Partnership, and Megan Wilson, salmon scientist at the Puget Sound Partnership.
