Open Letter to All Federal Firearms Licensees: Allowable Activities for Firearms Brought Into Customs Bonded Warehouses and Foreign Trade Zones

ATF recently published an open letter to all FFLs. The purpose is to remind affected persons of the Gun Control Act (GCA), National Firearms Act (NFA), Arms Export Control Act, and associated federal regulations as they apply to firearms brought into customs bonded warehouses and foreign trade zones. The letter also clarifies and outlines allowable activities involving firearms in these locations; in the past, certain activities occurring within customs bonded warehouses and foreign trade zones resulted in persons remanufacturing or manipulating firearms, firearm receivers, and barrels into sporting configurations that would otherwise be importable under the GCA and NFA.

Meet a Few of ATF?s Newest K-9s

Several K-9s have recently joined the ranks of ATF. Pictured above are Calvin, Zeus and Nellie, all of which are Search Enhanced Evidence K9s.

These K-9s have mastered unique off-leash techniques as well as traditional on-leash skills, which enable their handlers to maintain control while the K-9s search for target odors using their natural hunt drive. They can work off-leash in difficult environments such as wooded or overgrown areas, where a leash may easily tangle.

• Request for Interim Security Clearance, ATF Form 8620.70. Comments accepted until Dec. 4.
• Identification Markings Placed on Firearms. Comments accepted until Dec. 6.
• FFL Renewal Application, ATF Form 8 (5310.11), Part II. Comments accepted until Dec. 9.
• FFL Out of Business Records Request, ATF Form 5300.3A. Comments accepted until Dec. 9.

General Notices ? Revision of a Previously Approved Collection:

• Multiple Sale or Other Disposition of Pistols and Revolvers, ATF Form 3310.4. Comments accepted until Nov. 20.

Abandoned/Unclaimed Property

The latest state listings of abandoned or unclaimed property in the custody of ATF have a claim deadline of Nov. 21. Included with the description of the property is the location where the property was found and the ATF office that has custody of it. A claim form is also available to download. ?

ATF regularly updates its current processing times for forms, such as:

• Form 1: Application to Make and Register a Firearm
• Form 2: Notice of Firearms Manufactured or Imported
• Form 7: Application for Federal Firearms License (FFL)
• Form 5320.20: Application to Transport Interstate or to Temporarily Export Certain National Firearms Act (NFA) Firearms
• Form 5400.13/ 5400.16: Application for Explosives License or Permit (FEL/FEP)
