MONDAY E'NEWS November 2024 CPL Report Total statewide concealed pistol license numbers increased in October to a new all time high of 852,437. We will see continued strong growth in CPL numbers through the end of 2024. Lame Duck Updates Republicans have regained control of the Michigan House of Representatives for the 2025-2026 legislative session. Democrats hold a single seat majority in the Michigan Senate as that chamber was not up for election this year although that may change with an upcoming special election in the Tri-Cities. Legislative Democrats have until the end of the year to pass any of their firearms priorities while they still maintain control of the Michigan House of Representatives in what is called the "lame duck" session. Senate Bill 857 & 858: As explained our Action Alert last week, these bills as introduced would have effectively made defensive carry outside the home all but impossible. Thanks to your many emails and phone calls, the issues we raised in the Action Alert have been fixed with a substitute bill that was adopted by the Senate Judiciary Committee last Thursday. What's left in the two bills, SB 857 & SB 858, ban carry in the Michigan Capitol and legislative office buildings. They retain the exemption for legislators who have a CPL but not most other CPL holders. We continue to oppose the bills. If Democrats can pass this legislation before the end of the year, it would prevent Republicans from reversing the recent rule banning firearms in those buildings when they take control of the House next year. The bills now go before the full Senate. House Bills 4127 & 4128: would prohibit firearms at a polling place, a clerk's office during early voting, or within 100 feet of a ballot drop box. The Senate versions of the bills exempt concealed carry and focused solely on open/exposed carry. The Michigan House concurred in the Senate changes on a 56-53 party line vote last Wednesday. The bills are now are headed to Governor Whitmer. House Bills 5450 & 5451: would require school districts to provide information regarding the safe storage of firearms to parents and legal guardians. The bills passed the Michigan House of Representatives on Wednesday on a party line vote and now head to the Senate for consideration. Other legislation including preemption, school safety, magazine capacity restrictions, an assault weapons ban, increasing the age of private party firearms sales to 21, bump stock prohibitions, a 14 day waiting period for firearms purchases, a ban on firearms raffles on school grounds, a ghost gun ban, and the elimination of manufacturer liability protections have not seen action to date in lame duck session. The Legislature returns for a single session day the Tuesday of Thanksgiving week and then the first three weeks of December.
