Dear Friends and Supporters of Community Labor United, 

Today we are writing with some good news—the Massachusetts House and Senate have passed an Economic Development Bill with strong provisions to advance both environmental and economic justice! 

As we gear up to fight the incoming Trump Administration's attack on working people and the environment, this state legislative victory shows that when we come together to oppose corporate greed, we can win good policy for the climate, jobs and local communities.

Support for Project Labor Agreements
Thanks to labor unions, community organizations, and environmental groups in the Green Justice Coalition joining together with other unions statewide, the bill includes clear language green-lighting Project Labor Agreements (PLAs) on publicly funded infrastructure projects. By passing this bill, the Legislature is sending a clear message to the corporate interests who have opposed PLAs in our state—these agreements create a triple win for the people of Massachusetts:
  1. Fair wages and benefits: PLAs ensure that workers are paid fairly and receive strong benefits. This helps lift families out of poverty and strengthens the local economy. 
  2. Apprenticeship utilization & a skilled workforce: By ensuring opportunities for on the job training, PLAs develop the skilled workforce we need to build a green future.
  3. Union career pathways for women and people of color: PLAs are strong tools for ensuring access to good trades jobs for women, people of color, and local residents, and can open doors for women- and BIPOC-owned contractors, ensuring that the economic benefits of projects are widely shared.
With PLAs on public infrastructure projects, Massachusetts can lead the way in fostering an economy that is just and sustainable. By supporting job creation, environmental sustainability, and equitable development, we can create a brighter future for all residents.
