An unprecedented health crisis calls for unprecedented action: schools are closed across the nation, sports seasons are proposing unheard of adaptations, and movies are premiering straight on TV -- all to prevent the further spread of coronavirus.

But, the Senate is refusing to declare this an emergency, which would allow any voter to vote by mail.
