Legislative Updates
Councilmember McDuffie Introduces Legislation to Preserve Historic African American Burial Grounds in the District 
Historic African American Burial Grounds Preservation Fund Amendment Act of 2024 
 
On Monday, October 28th, Councilmember Kenyan R. McDuffie introduced the Historic African American Burial Grounds Preservation Fund Amendment Act of 2024, a groundbreaking initiative to safeguard the District’s African American cemeteries and burial sites, which are at risk of erasure due to historical neglect and modern urban development.
 
The proposed legislation would create the Paul E. Sluby, Sr. Historic African American Burial Grounds Preservation Fund, which will be dedicated to the preservation, protection, and maintenance of these historic sites. The Fund is named in honor of Paul E. Sluby, Sr., a revered D.C. public servant and pioneering preservationist who was the first Board-certified African American genealogist and co-founded the Afro-American Historical and Genealogical Society. Mr. Sluby’s lifelong dedication to the preservation of African American heritage remains a model for the efforts this legislation seeks to support.
 
African American burial sites across the nation have long been vulnerable to neglect and degradation, an issue rooted in the Antebellum and Jim Crow eras, when African Americans were often relegated to remote and under-resourced burial grounds. Many of these cemeteries faced forced relocations and destruction under financial pressures and local regulations. An example is the Columbian Harmony Cemetery, whose graves were controversially relocated without protections for headstones and memorials, leading to their reported sale as scrap.
 
Today, only four historic African American cemeteries remain intact in the District: Mount Zion Cemetery, Female Union Band Society Cemetery, Union Burial Society of Georgetown Cemetery, and Woodlawn Cemetery. Despite volunteer efforts to preserve them, these cemeteries are in various states of erosion and disrepair.
 
The Paul E. Sluby, Sr., Historic African American Burial Grounds Preservation Fund would be administered by the Deputy Mayor for Planning and Economic Development and allocate grants to:
  • Preserve and restore historic African American burial grounds;
  • Identify historic African American burial grounds;
  • Repatriate African American human remains, particularly those from former historic African American burial grounds; 
  • Research and document historic African American burial grounds, including research on burial records, locational data, and contested ownership
Councilmember McDuffie said 
 
"By establishing this fund, we are committed to preserving an invaluable part of African American history. These sacred sites hold the stories of thousands of Black individuals, and this fund represents a vital step toward safeguarding their final resting places with the dignity they deserve,” said Councilmember McDuffie. “This legislation directly confronts the systemic neglect these sites have faced, allowing us to restore and honor a crucial piece of our city’s and our nation’s heritage.
 
The Historic African American Burial Grounds Preservation Fund Amendment Act of 2024 was co introduced by Chairman Mendelson and Councilmembers Charles Allen, Anita Bonds, Janeese Lewis George, Zachary Parker, Trayon White, Sr., Christina Henderson, Brooke Pinto, and Matthew Frumin.

Supporting Our Local Businesses: The Great Streets Program Expansion

I’m excited to share that on September 21, 2023, Councilmember Allen and I introduced Bill 25-0488, the “Great Streets Program Expansion Neighborhood Retail Priority Amendment Act of 2024.” This initiative is close to my heart as it aims to revitalize our neighborhoods and support the local businesses that make our community unique.

The Great Streets program, led by the Office of the Deputy Mayor for Planning and Economic Development, offers valuable resources like grants and technical support to businesses in eligible corridors. By helping existing businesses thrive, attracting new ones, and creating jobs, we can foster a vibrant economic landscape for all of us.

Just this past Tuesday, the Council voted on the First Reading of this important bill. However, we must act quickly! It’s essential for the Council to pass an emergency version of this bill so that small businesses in the new retail priority corridors can apply for Great Streets Program funding when applications open in January 2025.

Together, we have the power to make a real difference in our community. Let’s continue to support our local entrepreneurs and create a thriving environment for everyone.

DoorDash Local Accelorator

🍽️ Celebrating Our Local Restaurant Community: Councilmember McDuffie at the DoorDash Accelerator Graduation!

On Monday, October 28th, I delivered remarks at the graduation ceremony for the DoorDash Accelerator for Local Restaurants: Live & Local Series. This impactful program highlighted the vital role our restaurant community plays in stimulating the city’s economy.

Over the past five months, 17 restaurant owners from DC and six from the greater DMV area collaborated to create new revenue streams and strengthen community connections. Their dedication not only enriches our local culture but also contributes significantly to economic growth.

A special thank you to Leah Culley of Sweet Almond and Darren McIntyre of Mamas Boiz for sharing their inspiring journeys and ambitious plans for the future. Your contributions are vital to our community's success!

As a committed ally, Councilmember McDuffie stands firmly alongside the LGBTQ+ community, advocating for equality and understanding for all. His presence at the race underscores his dedication to fostering a more inclusive environment for everyone in our city.

Honoring Our Heritage: Councilmember McDuffie Visits Mt. Zion Cemetery

Earlier this month, Councilmember McDuffie had the opportunity to visit Mount Zion and Female Union Band Society Cemeteries, where he met with Lisa M. Fager, Executive Director of Mt. Zion/Female Union Band Historic Memorial Park, Inc.

During this visit, Lisa graciously guided him on a tour of the cemetery, highlighting the historical significance of African American cemeteries. They discussed the importance of honoring our loved ones and the rich history and stories that burial sites like Mt. Zion Cemetery convey.

As relayed by Lisa M. Fager, "Death reflects life, and the neglect of Black burial grounds mirrors the systemic injustices African Americans have faced throughout history. Preserving these sacred spaces is not just about honoring African American heritage, but about restoring a vital part of American history. This legislation ensures that these sites are identified, interpreted, and maintained with the dignity they deserve, reconnecting us with stories that shaped both our local and national narratives."

On Wednesday, October 30, members of Team McDuffie attended an event at the Church of Scientology. A huge shout-out to all our partners in law enforcement and faith-based outreach, who were honored Wednesday evening at The Church of Scientology's National Affairs Office Humanitarian Awards dinner. Thanks to Commander Boteler for his leadership in starting the Cops & Clergy program, and to the Third District Outreach team for carrying out the mission alongside more than 70 participating places of worship. Their innovative commitment to forging trust and strengthening community relations through compassionate, on-the-ground outreach has been transformative and inspirational.
