Last week, Senator Elizabeth Warren and I launched a national contact
tracing plan that could actually bring coronavirus to heel.

The number of confirmed coronavirus cases and deaths continues to climb,
yet our country still lacks a national testing and contact tracing plan.
If we’re going to defeat a virus that jumps from state to state with a
simple plane or car ride, we need a coordinated national effort on contact
tracing that will help health experts identify infected individuals, trace
who they have come in contact with, and help them stay isolated and cared
for.

This is the only way we cut the chain of transmission and end this crisis.

The Trump administration has spent months denying, minimizing, and lying
about this pandemic -- and now they’re pushing states to reopen
prematurely. We need to avoid the nonsense and work with scientists and
doctors in order to reopen our economy safely and get people back to work
with public health in the lead, so we can dramatically reduce the spread
of coronavirus.

Senator Warren and I put forth a proposal that outlines how we can create
and implement this necessary program:

* The CDC must submit a strategy within 30 days on hiring, training, and
deploying many thousands of workers to do contact tracing under the
auspices of local health authorities.
* The Labor Department must fund state and local workforce agencies to
help unemployed individuals become paid contact tracers and require
that diverse individuals are hired from within their communities.
* We must rapidly develop training materials, guidelines, and standards
to support public health departments in preparing and deploying these
workers.
* We must include tribal health departments.
* We must protect privacy while creating a data system that allows us to
track the virus locally and nationally, or else there is no hope of
containing it.
