Dear Friend,
It is no secret that President Biden and Border Czar Kamala Harris’s border crisis has been wreaking havoc on states along the border for the past three years, but the crisis is not confined to just border states alone.
They’ve released millions of illegal aliens into our country and abused our laws to fly millions more directly into American communities – turning every state into a border state.
That’s why the House Judiciary Committee has been conducting a series of field hearings to hear from Americans across the United States on how they are being impacted.
The price tag alone is staggering – last year illegal aliens cost U.S. taxpayers over $150 billion in government services, which are supposed to take care of American citizens.
Even worse, most of these costs are borne by state and local governments, which are now facing catastrophic strains on their hospitals, schools, and law enforcement.
This week we headed to Milwaukee where we had the opportunity to hear directly from local officials, law enforcement, policy experts, and victims who have had firsthand experience with the chaos inflicted on communities throughout the Badger state.
While states like Arizona immediately come to mind, Wisconsin isn’t immune to this burden. We heard about Whitewater, where local resources have been strained by an influx of migrants that impacts almost every facet of government operations after the Biden-Harris administration flooded the sleepy college town with nearly 1,000 migrants.
But this crisis is about more than just dollars and cents – there is also a human cost.
Over the past three years, Americans have been confronted with countless reports of fentanyl poisonings, brutal rapes, and murders of women and girls by illegal aliens in states far from our southern border – including here in Wisconsin.
In Abbotsford, an illegal alien stabbed three people, killing two children. In Prairie du Chien, a Venezuelan gang member sexually assaulted a woman and abused a child. In Fond du Lac, an illegal alien from Nicaragua tried to sexually assault a 12-year-old girl. And in Green Bay, an illegal alien was busted after selling fentanyl-laced pills near a middle school and at a Boys and Girls Club.
While these are just a few tragic stories resulting from Border Czar Kamala Harris’s open border, it’s clear that these dangerous individuals should not be here.
The fact of the matter is, that the President has the authority to stop this. Trump did, Biden did not, and Harris will not. We need an administration that will put Americans first by enforcing the law, securing the border, and protecting the American people.
Thanks again for starting off your weekend with the Tiffany Telegram! We hope you have a happy Halloween – we will be back in two weeks with more.
Sincerely,
Tom Tiffany Member of Congress
This week the House Judiciary Committee went to Milwaukee to discuss how every state is a border state under the Biden-Harris administration.
Election interference: Made in China?
Last month, we told you about a major Communist Chinese influence-peddling scheme that allegedly involved Linda Sun, a high-profile aide to New York Governors Kathy Hochul and Andrew Cuomo who is charged with accepting cash, a $2 million condo in Hawaii, a 2024 Ferrari, and a buffet of lavish luxury kickbacks from her Chinese paymasters. This week, we learned that Beijing’s efforts went even further after bombshell reports that so-called “Chinese hometown associations” in the U.S. may be acting as front groups for the Chinese Communist Party – seeking to co-opt American lawmakers to try and shape American policy. Telegram readers know I’ve long been concerned about China’s wide-scale efforts to interfere in our domestic affairs – and specifically their attempts in the Big Apple. That’s why I authored legislation to shut down the Communist Chinese Consulate in New York City, and to expel China’s ambassador from the United States. You can read more about China’s efforts here.
Bill Clinton: Biden-Harris vetting to blame for murder
From Texas, to Georgia, and even Wisconsin, every state has effectively become a border state, and we are all feeling the impacts. Telegram readers may recall the tragic, preventable murder of 22-year-old college student Laken Riley earlier this year. Laken was brutally beaten to death by Jose Ibarra, an illegal alien who crossed our southern border and was released into the U.S. by the Biden-Harris administration in 2022. Ibarra should never have been allowed entry in the first place. What’s more, he was arrested in New York in 2023, but due to New York’s “sanctuary city” status, ICE was not notified, and he was released back into the community. Ibarra should not have been allowed into our country in the first place, but to make matters worse, he had been arrested in New York in 2023. However, due to New York being a “sanctuary city,” ICE was not notified of the arrest and Ibarra was allowed to stay in the United States. This tragedy has caused even some Democrats to recognize the unacceptable consequences of their border policies. Just this month, former President Bill Clinton admitted, in regard to Laken Riley’s killer, that “If they’d all been properly vetted, that probably wouldn’t have happened.” This stands in stark contrast to the sentiment offered by the Left earlier this year, when 170 Democrats voted against the Laken Riley Act, which would have required federal immigration authorities to detain illegal aliens charged with theft or burglary. Implementing this bill could help prevent future tragedies like Laken’s. It’s well past time that we secure our border and hold those in the current administration accountable for their role in allowing these criminals to flood our communities.
Tricks to save on treats
Halloween is already spooky, but this year, you might find candy prices scarier than the ghosts and goblins. According to Reuters, the cost of chocolate has jumped by over 40% since 2020. With Americans expected to spend around $3.5 billion on candy this Halloween, here are a few “tricks” to help you score treats without breaking the bank. First, consider buying in bulk. This is one of the easiest ways to cut costs. Also, with skyrocketing chocolate prices, another way you can save is to opt for non-chocolate candy like gummies and licorice. While "Kamalanomics" may be haunting your budget this Halloween, you can find creative ways to save here and a list of DIY costumes at home here!

Recent Legislation
Grounding illegal alien “frequent flyers”
What if I told you that illegal aliens caught at the US border weren’t just released – but that they were allowed to use their apprehension documents as ID to board “free” flights inside our country? Well, that’s exactly what the Biden-Harris administration is allowing. While Americans are required to show secure photo identification to board commercial flights here at home, foreign criminals – some of whom arrived with no identity documents at all – have been allowed to jet-set around the country without one. That’s why I signed on to the Secure Flights Act, legislation authored by Rep. Lance Gooden (TX-05) and Sen. Marco Rubio (FL), which would prevent TSA from allowing illegal aliens to use their arrest warrants to board planes. You can read more about that bill here.
Protecting Wisconsin’s forestry economy
Last week, I had a great meeting with members and staff at the Forest Resources Association’s (FRA) Lake States Region Meeting in Wausau. We were able to discuss federal land management, the Farm Bill, and the necessary reforms to the Endangered Species Act. The FRA advocates for the almost 320 businesses and organizations in the forest products industry to ensure that their work maintains optimal efficiency, safety, and operation standards. With Wisconsin being the nation’s number one paper producer, it is important that we are protecting and preserving this vital part of our economy. I want to thank those at the FRA for the opportunity to speak with their members.
District Update
A return to John Doe tactics in Wisconsin
One would think the John Doe tactics from a decade ago – where liberal prosecutors targeted Wisconsin conservatives with pre-dawn, armed raids – were a thing of the past. Unfortunately, that’s not the case. Just last week, Democrat Attorney General Josh Kaul's Department of Justice raided the home and office of Wausau Mayor Doug Diny, seizing both his and his wife’s cell phones. The supposed justification? Diny moved an unsecured, closed ballot drop box from outside City Hall into his office, a box that wasn’t even bolted down. This SWAT-style approach raises serious questions, especially when the Wisconsin DOJ continues to prioritize politically charged investigations over addressing the growing crime lab backlog in the state’s criminal justice system. Perhaps instead of cosplaying the role of a mini-Merrick Garland, Josh Kaul should focus on locking up actual criminals. You can read more about this and my interview with Vicki McKenna here.
Medals for dedicated service
I had the privilege of presenting and pinning Gordon Roger Hies with two medals he received for his service with the U.S. Army’s 2nd Infantry Division in Korea. Mr. Hies was awarded both the Army Good Conduct Medal and the Korea Defense Service Medal, recognizing his dedication and sacrifice to our country. If you or someone you know is entitled to military medals or facing challenges with any federal agency, my office is here to help. We will be holding mobile office hours at multiple locations this week. Click here for a full list of locations and times for in person for support. You can also call my office at any time for assistance.
Photo of the week
The fall colors that Wisconsin produces is breathtaking, and if you haven’t had a chance to see them this year, there are still some places in their peak colors. For an up-to-date map of Wisconsin’s fall color report, click here. If you’ve captured a shot of our great state, we’d love to feature it.
