How Does Prop 5 Work? Prop 5 would empower Californians to bring more affordable housing into their communities. It enables voters to address the affordable housing and public infrastructure needs in their communities by allowing them to approve bonds for affordable housing, critical public infrastructure, and emergency response with a 55% vote.
