After serving in the US Navy, Terry returned to Paine Field as an airplane fueler for Fliteline Services. After completing Everett Community College?s Aviation program and earning his A&P license, he took on increasing responsibilities at Fliteline. He also served as a firefighter for Paine Field during this time. When Castle & Cooke acquired Fliteline in 2007, Terry continued as general manager.
Terry later joined Propeller Airports, playing a key role in developing and launching commercial air service at Paine Field. He also works with the FBO, Propeller Aero Services.
Terry?s enormous contributions to aviation and the Paine Field community are celebrated through the dedication of Wilcoxon Way. A well-deserved tribute to an extraordinary individual enmeshed in the history of Paine Field.
 Nearly 90% of students attending Hawthorne Elementary School in North Everett rely on the free or reduced lunch assistance program. Unfortunately, on weekends, a significant number of these students go without meals. Over the past 16 years, Hawthorne Elementary School has been a beacon of hope through its "Weekend Food Backpack Program." This initiative entails providing backpacks filled with non-perishable meal supplies to children enrolled in the school lunch program so that they can have food over the weekend. Come Monday, the students return with their emptied backpacks, which are then refilled for the upcoming Friday. Families have expressed profound gratitude for the invaluable assistance this program offers.
Paine Field Airport is again extending its support to Hawthorne Elementary students by contributing weekend meal supplies for food-insecure Hawthorne children and their families. Collection boxes and barrels are located in several location throughout the Airport, including the Airport Administration offices at C-2 and C-3, Paine Field Maintenance, Paine Field Flying Heritage & Combat Armor Museum, and Korry Electronics.?
The collection period will run until?Thursday, November 21st. Our Paine Field staff will ensure that all collected items are delivered to Hawthorne Elementary no later than Monday, November 25th, so they can be distributed for the Thanksgiving holiday.
 A reminder for our pilots and users that vehicles must be properly parked per Paine Field Rules and Regulations and Snohomish County Code.? Any vehicles parked upon a taxiway, parked obstructing vehicles, aircraft or otherwise illegally parked will be towed and possibly impounded at the owner?s expense.? Please be a good neighbor and airport partner when parking your vehicle by being mindful of others.
 Paine Field now prohibits aircraft making intersection departures when the Air Traffic Control Tower is closed.? This is intended to reduce the likelihood of an aircraft departing from an intersection while another aircraft is landing or taking off.? Paine Tower frequency 132.95 is the Common Traffic Advisory Frequency (CTAF) for Runway 16R/34L when the Tower is closed.? When departing, pilots should make communications on Paine Tower/CTAF 132.95 before taxiing and before entering the runway for departure.? Arriving aircraft should make communications 10 miles out on 132.95 and if appropriate, when entering downwind, base, and final as well as when they are leaving the runway. ?It is essential that pilots be alert and look for other traffic and exchange traffic information when approaching or departing an airport without an operating control tower. We appreciate all our pilot?s vigilance to maintain their situational awareness.?
Pilot Communication Procedures are outlined in the FAA Aeronautical Information Manual (AIM) Section 4-1-9 Traffic Advisory Practices at Airports Without Operating Control Towers (See?TBL 4-1-1.)  On September 24, Paine Field Airport conducted its triennial full-scale emergency drill. The exercise simulated an actual aircraft accident and involved the coordination of several agencies, including Airport staff and firefighters, Snohomish County Sheriff?s Office Airport unit, Snohomish County Department of Emergency Management, local area hospitals, mutual aid units from Boeing Fire, Camano Island Fire & Rescue, Everett Fire, Mukilteo Fire, North County Regional Fire, South Snohomish Fire, and Snohomish Regional Fire; ambulances from AMR and Northwest Ambulance, Airlift Northwest, Life Flight, SNO911 dispatch center, Alaska Airlines, Northwest Chapter of the American Red Cross, Support 7, and various federal agencies.
To achieve a high level of realism, the emergency drill included the use of smoke around the Airport?s Boeing 727 training aircraft, along with volunteers wearing makeup to simulate injuries.
Federal Aviation Administration (FAA) regulations mandate airports with commercial service to conduct full-scale emergency drills every three years, with annual tabletop exercises in the off years.
On Saturday, October 12, Paine Field Fire Department hosted 40 middle and high school aged students from the Red-Tailed Hawks and 40 parents. Captain Peter Hereth gave the groups tours of the fire station, equipment and fielded questions about life as a firefighter.? The students also toured Aviation Technical Services (ATS) and the Flying Heritage and Combat Armor Museum to learn about opportunities in aerospace and the history of flight. These kids are the future of aviation and we are thrilled they can see career opportunities at our airport.?

Introducing Emily Phillipe, Airport Deputy Director
We are thrilled to introduce our newest team member, Emily Phillipe, who has joined us as our new Airport Deputy Director. Emily will be closely collaborating with Pete McGuire over the next several months to facilitate a seamless transition as Pete prepares for retirement. Emily brings a wealth of experience and expertise to PAE, and we are excited to have her on board.
Emily comes to us with an impressive background in aviation management, most recently serving as the Deputy Director of Aviation at Bellingham International Airport. In this role, she played a pivotal part in managing federal grants, overseeing airport operations, and enhancing aeronautical growth. Her extensive experience includes roles ranging from Airport Operations Manager to General Aviation Administrator, showcasing her deep understanding of airport operations and strategic planning.
With a Bachelor of Business Administration in Airport Management and multiple certifications, including Accredited Airport Executive (A.A.E.) and International Airport Professional (I.A.P.), and a Pilot?s License, Emily is well-equipped to contribute to our team?s success.

 Paine Field recently hosted a film crew from Mission Unstoppable to interview PAE tenant Dr. Cecilia Aragon. Dr. Aragon is an award-winning author, pilot, keynote speaker, and data science professor at the University of Washington. She?s worked with Nobel Prize winners and taught astronauts to fly. Her innovative research led President Obama to call her ?one of the top scientists and engineers in the country.?
Mission Unstoppable is a STEM-centered educational program that airs on Saturday mornings on CBS. Mission Unstoppable profiles female STEM superstars and innovators that are on the cutting edge of science, including zoologists, engineers, astronauts, codebreakers, and oceanographers.

 Paine Field was honored to help Alaska Airlines unveil two new liveries in partnership with two of our local sports teams: the Seattle Mariners and the Seattle Kraken. You will see these aircraft in the Alaska Airlines fleet through 2026.
