Public Notice of Application for Permit for the Kemmerer Power Station Unit I Before the Wyoming Industrial Siting Council - Docket Number DEQ/ISC 24-03

US SFR Owner, LLC filed an application for the construction and operation of the Kemmerer Power Station Unit I (Project). The Project will include engineering, purchase, and construction of all equipment and facilities necessary for a fully operational nuclear electric generation and storage project. The Project will include two transmission lines and a water supply pipeline that will be approximately six miles long and connect Kemmerer Power Station Unit 1 to existing Naughton Power Plant infrastructure. The Project will be located within unincorporated Lincoln County on private land approximately three miles south of Kemmerer and a short distance southeast of the existing Naughton Power Plant. The Project site will be accessed from US Highway 189 (US 189) via a new intersection south of County Road 325 (CR 325). Modifications will be made to US 189 to facilitate the movement of vehicles to and from the site. The new intersection and US 189 modifications will be constructed in 2024 in support of the TerraPower Sodium Test and Fill Facility, located adjacent to the north boundary of the Kemmerer Unit 1 site. Primary transportation routes to the Project are expected to include Wyoming State Road 412 (SR 412), US 30, US 189, and Interstate 80 (I-80). Contingent upon obtaining approval from the ISC and securing all other required permits, building activities are planned to begin in March 2025 and continue for approximately 69 months. Nuclear fuel load is projected for fall of 2030 and commercial operation for the fall of 2031. The onsite construction workforce is expected to have a monthly average of approximately 890 workers onsite. The monthly average varies by year, ranging from 1,624 in 2027 to 65 in 2030. During the operations phase, an estimated full-time permanent workforce of 250 staff will be employed by the Project.

*Notice of Opportunity to Participate or Observe Hearing*

Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the application for a permit for the Kemmerer Power Sation Unit I, beginning at 8:00 AM on January 13, 2025, and may continue, as needed, on January 14, 2025, at a time determined by the Council, at the South Lincoln Training & Events Center, 215 Wyoming Highway, Kemmerer, WY 83101. The Council will consider the applicant’s request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder. 

Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by December 24, 2024 and participate in a pre-conference on January 3, 2025 at 10:00 AM, the hearing on January 13, 2025 at 8:00 AM, and any continuance of the hearing on January 14, 2025, at a time determined by the Council, at the South Lincoln Training & Events Center, 215 Wyoming Highway, Kemmerer, WY 83101. Persons desiring to make a limited appearance statement, may submit a written statement as provided by W. S. 35-12-111(c).  Limited appearance statements must be received by the Division no later than January 9, 2025 or handed to the presiding officer at the permit hearing on January 13 or 14, 2025.
