The 2024 WJP Rule of Law Index is LIVE!

This year's report reveals crucial insights into the state of rule of law globally, highlighting both challenges and signs of progress.

   Key Findings

  •  The rule of law has declined globally for the 7th consecutive year.  
  •  Rule of law declined in 57% of countries in 2024.  
  •  At least 6.3 billion people live in countries where the rule of law is weaker than in 2016.  
  •  Fundamental freedoms have eroded in 81% of countries since 2016.  

Signs of Progress

  •  Overall rule of law declines are less widespread than last year.  
  •  Criminal justice improved in 54% of countries – the first time since 2016 that more countries improved than declined in this area.  
  •  For the first time in five years, most countries (59%) have succeeded in reducing corruption.

Elections and Rule of Law

In this significant year for elections worldwide, the Index highlights a concerning trend: confidence in electoral systems and the lawful transition of power is on the decline.

This pattern, observed in diverse political landscapes, presents an opportunity for global dialogue on strengthening democratic processes and the rule of law.  

To empower voters in upcoming elections and beyond, we have developed a Rule of Law Candidate Scorecard. This tool is designed to inform citizens in evaluating any candidate's adherence to the rule of law principles.
