Saint Paul Ballot Question 2 - Vote No
This year, Saint Paul has a ballot question on moving local elections to presidential election years. Currently, elections for city council and mayor are held in odd years and are conducted using RCV. Under current state law, there are no standards for using RCV in even-year elections concurrently with state and federal elections and communities with even-year elections have been prevented from using RCV. Until state law permits the use of RCV in even-year elections, we recommend voting “no” on the ballot question. Developing such standards is a part of the RCV Local Option bill which we are advocating for, but this measure has not yet passed.
An Update on RCV Across the Country
Bloomington voters won’t be the only ones deciding the future of RCV. Residents of Washington DC, Colorado, Idaho, Missouri, Nevada, and Oregon will vote on adopting RCV, as will the cities of Richmond, California and Oak Park, Illinois. Meanwhile, Alaska voters will fend off a Heritage Foundation challenge to their state’s RCV system. These efforts have won some impressive endorsements, including one from the Washington Post’s editorial board [[link removed]] in DC.
We wish voters from these states and cities luck as they work to improve their local and state democracies! To learn more about some of their efforts, check out this succinct summary from Ballotpedia. [[link removed]]

This election year could not be more important for democracy reform. By electing a pro-RCV majority in the Minnesota House, we can pass a bill that would allow all Minnesota cities, counties, and school districts to use RCV — no matter what year they hold their elections. We can also once again stop the anti-democracy movement in its tracks by voting NO on repeal in Bloomington.
Democracy is on the ballot, and we urge you to find out your candidates’ positions on voting rights, democracy reform and ranked choice voting. Review our voter guide [[link removed]] , or go to mnvotes.org [[link removed]] to find out everything you need to know about voting in the 2024 election!
