Under our Constitution, Congress—the branch of government closest to the people—declares war, and the president conducts the war once Congress has authorized it. The president has authority to repel sudden attacks, but any military engagement beyond that requires approval from Congress.
This system stops presidents from bolstering their power by starting new wars on their own, and it helps prevent the government from going to war without the support of the American people.
But presidents of both parties have gradually chipped away at this division of power.
Just this week, President Trump vetoed legislation passed by Congress to disapprove unauthorized military actions against Iran, and he issued a statement asserting an inaccurate and dangerously broad interpretation of his military authority under the Constitution.
Like President Obama before him, Trump is eroding the right of the American people to be heard in the decision to send the nation to war.
Most members of Congress prefers to look the other way when presidents do this because it helps them avoid accountability. They can claim they supported it all along if things goes well, and that they never supported it if things go poorly.
Breaking Congress out of this habit of cowardice will require a president who is willing to force Congress to do its job—authorize the wars or we're bringing the troops home.
