Health care affordability in employer versus private nongroup coverage before ARPA


A new Urban Institute analysis finds that families with private nongroup health insurance were more likely to face health care affordability problems than families with employer coverage in the years before the American Rescue Plan Act (ARPA) expanded Marketplace premium subsidies.

Should the enhanced subsidies expire, it could exacerbate difficulties families with nongroup insurance may face in paying for coverage and care.




The analysis draws on 2016-19 Medical Expenditure Panel Survey data and focuses on the period before Congress introduced the enhanced Marketplace premium tax credits under ARPA.
