Even the costs of running for local office are often too out of reach for
young people — especially in states where state-level legislators get paid
very little, or nothing at all, for their work. How is the average person,
especially a younger person, supposed to take a job that costs money to
get it, and pays nothing in return?

making up 45% of the electorate, Gen Z and Millenials only hold 21% of
State Legislature seats.
