Our thoughts and prayers go out to everyone who was in the paths of Hurricane Helene and Hurricane Milton. Like many of you, Heritage is also sending donations to reputable relief organizations to assist in rescue and supply operations.

We sincerely hope you all are safe.
FEMA Failure
As private organizations work around the clock to help Americans in distress, the government should be doing the same. The response from the Federal Emergency Management Agency (FEMA) to these evolving situations on the ground calls into question how the agency has prioritized its funding over the last four years.

The Heritage Foundation’s emergency response experts are calling out <[link removed]> the Biden-Harris administration’s clearly erroneous priorities and mismanagement before and after the worst natural disaster since Hurricane Katrina in 2005.

As the details emerge, we hope to be able to soon support a comprehensive solution to their procedures that reorients FEMA to its original mission: helping taxpaying Americans prepare for and cope with hurricanes, fires, and floods.

It’s no surprise that members of Congress often take advantage of the need to respond to disasters through emergency funding bills that include all sorts of other, non-related, political in nature, and unpopular funding agendas.

It’s a manipulative tactic to leverage an emergency disaster relief funding bill meant to help those in immediate distress to force through ulterior political agendas – in this case, likely during a lame-duck session.

Heritage Action will be watching to make sure that members of Congress do not take advantage of the emergency and that any funding bill is strictly for disaster relief for Americans.
Credit for Congress
As part of Heritage Action’s scorecard, we score not only member’s voting records through our Key Votes of bills that are voted on, but also provide them a chance to earn credit if they cosponsor specific bills. Here are the bills that your Representative and Senators still have a chance to support:

House: Defining Male and Female Act (H.R. 9218) <[link removed]> - This bill would precisely define male and female so that any attempt to redefine “sex,” as the Biden-Harris administration tried to do with Title IX, would be illegal.
Senate: CBDC Anti-Surveillance State Act (S. 3801 / H.R. 5403) <[link removed]> – The CBDC Anti-Surveillance State Act, prohibits a Central Bank Digital Currency (CBDC) from being issued by the government or Federal Reserve, including an “intermediated” CBDC—using banks or other institutions as intermediary.

CBDC currency would allow the federal government, or other third parties to monitor and control every transaction you make, no matter how small. Transactions could be tracked, taxed, stopped, or even forced without consent. Preventing this from becoming a reality is a must.

Largely due to your efforts, the House passed the measure this year – this is more reason to encourage Senate cosponsorship!

House & Senate: Dismantle DEI Act (S. 4516 / H.R. 8706) <[link removed]> - This bill is a comprehensive proposal to eliminate taxpayer funding of federal offices, programs, grants, and trainings designed to instill “diversity, equity, and inclusion” (DEI). It precisely removes any racial discrimination from federal employment practices and makes merit the primary evaluation criteria.
Senate: Protection of Women and Girls in Sports Act (S. 613/ H.R.734.) <[link removed]> - This legislation would defend the aspirations and safety of female athletes by making it a federal crime under Title IX for anyone who receives federal funds and operates, sponsors, or facilitates athletic programs to allow biological males to compete in athletic programs that are designated for women or girls.

Senate: Equal Representation Act (S. 3659/H.R. 7109) <[link removed]> - In 2010 the question of citizenship was removed from the Census, but the census is what determines how federal representation is allotted throughout the county. Without this question, we can’t tell who is a citizen or not in any given area, and those non-citizens would count towards representation.

This bill would legally require that the question of citizenship be added to the census questionnaire so that representation can be accurately allotted to America’s citizens.
