*State of Missouri recognized with Outstanding Achievement Award for exemplary work in Public Safety, Emergency Management, Criminal Justice, and Corrections*

*JEFFERSON CITY, Mo.* - The State of Missouri’s Office of Administration Information Technology Division (ITSD) is being nationally recognized with an outstanding achievement award for exemplary work in public safety, emergency management, criminal justice, and corrections.

The Center for Digital Government (CDG) provided Missouri with the recognition based on a review of the state’s Digital States Survey. Missouri received an overall grade of an A-, marking the seventh consecutive year the State has received an A- or better on the survey.

The CDG is a national research and advisory institute on information technology policies and best practices in state and local government. The CDG conducts a Digital States Survey every two years. The survey is a comprehensive study examining best practices, policies, and progress made by state governments in their use of digital technologies to better serve citizens and streamline operations. The survey serves as a benchmark for continuous improvement as well as a self-audit. The CDG awards a letter grade to each state's survey submission as a way of assessing progress over time.

According to CDG, an A- or better “reflects a state that demonstrated very strong innovation, high performing solutions with verifiable impacts across all categories. Excellent practices have been applied in all aspects of their operations, governance, and administration.”

Missouri’s centralized guidance combined with a focus on citizen participation are two of the main ways that our state is standing above others when it comes to better use of technology.

Missouri continues to focus on citizen feedback and participation through our technology efforts. The MO Citizen Portal project is a key piece of Missouri’s Digital Government Transformation that will serve as a hub for State agencies to allow citizens to access various State services in one online location. The Citizen Portal landing page, my.mo.gov [ [link removed] ], launched in late August 2024.

CDG also highlighted Missouri’s Cabinet IT Governance Council (CITGC) as a strength within the administration. The CITGC, which is comprised of Governor Parson’s cabinet directors, meet each month to gather and set priorities for new IT projects while also keeping up to date on the status of Missouri’s ongoing technology efforts.

The State’s consolidated Information Technology Services Division (ITSD) has put a further emphasis on accountability as they have re-established a central project intake office, which analyzes the business cases of technology projects. The vetting process has helped push the amount of IT projects that are on time and on budget to more than 80%, which is an increase from the previous 42%.

The recognition for exemplary work in public safety, emergency management, criminal justice, and corrections stemmed from the work that was led by the Office of State Courts Administrator IT and assisted by OA-ITSD.  The Missouri Court Automation Committee successfully implemented the Show-Me Courts (SMC) case management system across all municipal divisions over five years, concluding in January 2024. This system now serves 642 municipal divisions, improving efficiency and user experience for court processes. Additionally, the Supreme Court of Missouri has expanded public access to court documents via Case.net, leading to a significant increase in usage, with over 407 million hits in the first quarter of 2024 alone. Future priorities for the next 12-18 months include developing functionality for Court Operating Rule changes, retiring the legacy case management system, expanding SMC to other case types, enabling self-represented litigant e-filing, and implementing the Judicial Privacy Act.

This would not be possible without the dedication and innovation of our hardworking IT staff, who tirelessly push boundaries to make our technology efforts more efficient for our customers.”
