Early Returns: First Results from the New Wave of Public Funding of Private Schooling

FutureEd's latest report explores the expansion of universal private-school choice in eight states, where public funding supported K-12 private school tuition and educational expenses for nearly 600,000 students in the 2023-24 school year. Universal choice marks a major shift in K-12 education policy, making more public dollars available for private and homeschool expenses than ever before.

The report, researched and written by Policy Director Liz Cohen and Policy Analyst Bella DiMarco, offers a detailed look at how these programs operate, who participates, and their impact on state and local budgets. While all share a commitment to providing every student with public funds for private schooling, their varying designs have important implications for students, budgets, and the broader education system.

  • We are actively tracking chronic absenteeism rates across states, with 14 states having released data for 2023-24 so far. Encouragingly, all but two have reported improvements over the previous school year. We will continue to update as more states release their information.
