Welcome to the latest New Pennsylvania Project newsletter! In this edition, you'll find critical election news, upcoming events, and where you can find us on the ground in the Commonwealth.
Remember, thanks to voting by mail, today and every day until Tuesday, November 5th, is Election Day.

We continue celebrating the Latino community!
Did you know?Pennsylvania is home to a significant Latino population.
Allentown is 54% Latino – which is higher than Los Angeles, CA.
Lancaster and York, which are 40% and 38% Latino, have significantly larger proportions of Latinos than Chicago and New York.


Reading, PA, with 69% Latinos, is almost as Latino as Miami.

Yet, less than 40% of eligible Latino voters in PA voted in 2020. ([link removed]
In a close election small shifts in the margins among key groups, such as Latino voters in Pennsylvania, can determine who wins.

We had a blast at Berks Diversity Fest last week, making connections and talking about all things democracy with a variety of folks. There was food, music, and games from many different cultures.⁠

Studies have shown ([link removed] that under-served communities are often less informed about the many options about how to cast a ballot.
What happens when our communities aren't able to make it to the polls? It contributes to a less diverse electorate. ⁠Back to school continues!

As you can see, we are not just engaging voters in Philadelphia and Pittsburgh, but working around the clock to engage voters statewide.
It’s no secret: Pennsylvania could decide the outcome of the presidential election. That is why vote suppressors are hard at work, trying to implement new ways to silence our voices. But we’re not going to stand for that. Our team is going to be out every dayuntil Tuesday, November 5th, working harder to expand the electorate, and we need your help.

In 2022, our first full year of operations on the ground, we helped flip Pennsylvania's State House for the first time in over a decade and helped expand our U.S. Senate majority in the tight races in Pennsylvania AND Georgia. Then, in 2023, we helped to deliver the highest turnout for an odd-year election in a quarter of a century.

On Saturday, September 21st, Kadida Kenner was part of a panel discussion at an ACLU Town Hall in Reading.

There are hypothetical routes to the White House for both candidates that don’t go through the commonwealth, but let’s face it—winning Pennsylvania makes victory a hell of a lot easier. Pennsylvania Undated and Wrongly Dated Mail-in Ballots Challenge (New PA Project Education Fund) ([link removed]
“Petition filed by the New PA Project Education Fund, NAACP Pennsylvania State Conference, Black Political Empowerment Project and other civic organizations against Pennsylvania Secretary of the Commonwealth Al Schmidt (R) and all 67 county board of elections challenging the state’s plan to not count mail-in ballots submitted with undated or wrongly dated outer envelopes.”

Pennsylvania Orgs Ask SCOTUS To Decide if Rejecting Mail-in Ballots for Date Errors Violates Civil Rights Act
“Pennsylvania organizations and voters are asking the U.S. Supreme Court to consider whether rejecting otherwise valid mail-in ballots with incorrect or missing dates on return envelopes violates a federal Civil Rights Act provision…Today’s cert petition originates from a 2022 lawsuit led by the Pennsylvania State Conference of the NAACP alleging that the practice of disqualifying mail-in ballots on the basis of handwritten date errors violates the Civil Rights Act’s Materiality Provision.”

ACLU sues Luzerne County manager, elections board over decision not to use ballot drop boxes
“The American Civil Liberties Union of Pennsylvania filed a lawsuit Tuesday against Luzerne County Manager Romilda Crocamo over her “unilateral decision” not to provide any drop boxes for mail-in voters in the upcoming election.”

Pa. Voters Decide Coalition Responds to GOP’s State Supreme Court Filing to End Counties’ Notice-and-Cure Policies
“Pennsylvania Voters Decide, a coalition of voting rights advocacy organizations, responded today to Wednesday’s legal filing by the Republican National Committee to stop counties in the commonwealth from informing voters of disqualifying errors with their mail ballots and offering them the chance to correct the mistake so that their ballot will be counted, a practice known as “notice-and-cure.” The case, RNC v. Schmidt, was filed at the Pennsylvania Supreme Court, and the petitioners asked the court to use its “King’s Bench” authority, which empowers the justices to consider issues of public importance without going through the lower courts.”
 Senator Collett Challenges Election Misinformation
State Senator Maria Collett challenges election misinformation, pertinent to non-citizen voting, during her floor speech on October 1st.

“Now is not the time to run in fear because of rumors and lies about this election, about this country or about fellow Pennsylvanians. It’s not time to agonize. It’s time to organize, it’s time we show up and do the work of participating in our democracy. Door by door, block by block, every county every vote.”WATCH IT HERE

Pennsylvania’s Latinos could be key to deciding who wins the presidency ([link removed]
“According to some estimates, there are roughly 580,000 ([link removed] Latinos who will be eligible to vote in this year’s presidential election. That’s about seven times President Biden’s margin of victory in the state in 2020. And that means even a fraction of this swing state’s Latino voters could be decisive in what’s expected to be a close election between Vice President Kamala Harris and former President Donald Trump.”

Some mail-in ballot return envelopes may already be sealed, warns Pennsylvania Department of State
“The Pennsylvania Department of State is warning voters that some of the return envelope mail-in ballots that have been mailed might already be sealed. State officials announced this Tuesday afternoon and told voters to contact their county election office for the next steps."Due to the humidity much of PA is currently experiencing, some voters are finding that their mail-in ballots have the return envelope already sealed."”

Boulders placed at Luzerne County’s Penn Place Building for election security ([link removed]
“Boulders are being placed around Luzerne County’s Penn Place Building in downtown Wilkes-Barre to “fortify security” for the upcoming Nov. 5 general election and future elections, county Manager Romilda Crocamo announced Tuesday morning.”

Franklin County Voters: Changes to Voting Precincts for November 5 Election ([link removed]
“Several voting precinct changes have been implemented in Franklin County ahead of the November 5 Presidential Election. Some Chambersburg Borough voters may be assigned new precincts due to reapportionment based on updated census data. Affected voters will receive new voter registration cards and notices with their updated polling locations. Additional details will be included in the Borough’s October utility bill mailing.”

Several states are making late changes to election rules, even as voting is set to begin ([link removed]
“In Georgia, election workers will have to hand count the number of ballots cast after voting is completed. In North Carolina, some students and university staff can use their digital IDs to vote. In Wisconsin, ballot drop boxes are newly legal again, although not every voting jurisdiction will use them… In Pennsylvania, a court battle is pending at the state Supreme Court that could decide whether counties must count provisional ballots cast by voters whose mail-in ballots were rejected for relatively minor mistakes, such as not inserting the ballot into an inner secrecy envelope. Practices vary by county and state law is silent on it.”

In the tightest states, new voting laws could tip the outcome in November ([link removed]
“This five-day series explores voter priorities in Arizona, Georgia, Michigan, Nevada, North Carolina, Pennsylvania and Wisconsin as they consider the upcoming presidential election and the nation’s future. With the outcome expected to be close, the “swing states” as they are called are often a bellwether for the country.”

This election cycle, immigrants are protecting their mental health through action. Over the past 10 years, my academic career has been dedicated to understanding how immigrants' involvement in social change is linked to healthy outcomes, and to using these insights to inform interventions and programs to support them.

Complaints about Danville election sign continue ([link removed]
“More than a dozen complaints have been made to Danville Borough officials regarding an election sign on Mill Street…Posted above a sign promoting Donald Trump’s presidential campaign, a white sign reads “Attention non citizens if you vote in our election you will be reported.””

Pa. Legislature at odds over details of utility customer protections as year-end deadline looms ([link removed]
“A lifeline for families struggling to pay utility bills would disappear at the end of this year unless Pennsylvania lawmakers pass legislation to reauthorize the commonwealth’s utility cutoff protection law. With a state House vote on Wednesday and a state Senate vote in May, both chambers have passed their own bills to extend the 20-year-old law, with amendments, for another 10 years.” 
The election has started. Almost one-third of Pennsylvania's counties have mail-in ballot availability.
