Vagrancy has plagued Dallas for years and as council members have continually ignored the problem, the situation has become more dire

**some of the worst examples of illegal vagrancy in Dallas.**

This (pictured) encampment at Joe's Creek has become particularly troublesome as the vagrants here have overtaken a large area alongside the creek and regularly harass people at the nearby cemetery and apartment complexes.

**Keep Dallas Safe (KDS) tested the water in Joe's Creek and the results returned positive for extreme levels of E. coli and fecal coliforms.**

The results confirm vagrants camping here are using this residential creek as a TOILET, contaminating the water with feces and other wastes, causing biohazardous conditions for nearby homeowners.

KDS alerted Councilman Omar Narvaez to this encampment and its potentially

**havoc-wreaking effects**, yet he refuses to take any action on behalf of his constituents.

**Dallas Promises To Keep Vagrant Camps 'Closed** [link removed]' [link removed]

A renewed effort to end homelessness in Dallas is underway. A $30 million push to keep vagrants off the streets downtown has shown marginal improvements thus far. The best solution is increasing enforcement against vagrancy and centralizing homeless services like San Antonio's 'Haven For Hope' model, but we don't see any of that in this "plan." This camp in Adam Bazaldua's District 7 has been dubbed "Panhandler's Paradise Camp." Dallas has become a paradise for vagrants and panhandlers who enjoy taking advantage of your compassion. Panhandling in Bazaldua's District is particularly bad. DPD isn't enforcing the panhandling ban due to their staffing shortage.

**??Bazaldua would prefer for Dallas residents to be accosted every day instead of funding our Police Department!**

**"Monument Trash Camp"**

We named this camp in Omar Narvaez's District 6 "Monument Trash Camp." This vagrant enjoys making sculptures out of garbage he finds in the intersection. We have a hard time imagining that any of the local businesses appreciate the monuments of trash that he has left everywhere. This vagrant has lived in this spot for more than a year at this point!

**Camp"**

This camp in Jesse Moreno's District 2 has earned the title "Skyline Knoll Camp." This encampment overlooks downtown Dallas, and the vagrant enjoys easy access to I-30. As we have covered previously, vagrants like to take advantage of slow traffic and use it as a panhandling opportunity on the highway. This cannot be tolerated any longer.

**DPD must receive more funding and increase enforcement ASAP!**
