Yesterday, under Attorney General Rob Bonta’s leadership, the California
Department of Justice’s Office of Gun Violence Prevention released its
groundbreaking inaugural report on California’s fight to tackle ghost
guns.

Ghost guns are firearms produced by unlicensed individuals from products
like partially-completed frames or parts kits sold without background
checks, serial numbers, sale records, or other safety protections, making
them untraceable and all the more dangerous.

While ghost guns are one of the most pernicious factors fueling our
nation’s gun violence epidemic, California is leading the way and building
a model for policymakers in other states and Congress to comprehensively
address this crisis nationwide.

This report reveals that our state has made real progress through law
enforcement actions, litigation against ghost gun companies and federal
regulators, local gun safety ordinances, and the nation’s most
comprehensive ghost gun reform legislation. As a result, we saw a 23%
decrease in the number of ghost guns recovered from crime between 2021 to
2023.
