The Carolina Journal has been providing up-to-date coverage of Hurricane Helene and the recovery efforts. You can read more below:
1. In Helene’s wake, leadership is crucial ([link removed])
* As North Carolinians grapple with the tragic aftermath of Helene, our political and civic leaders must rise to the challenge
+ NC has a rainy-day fund of $4.75 billion… that rainy day is here, it’s time to use the money appropriately to help rebuild
+ Localities, municipal agencies, cooperatives and utility companies will also have reserves to spend
* There are going to be tough decisions that need to be made… and now is the time for our leaders to rise to the challenge
+ It is the task of leaders to make judgment calls, to adjudicate disputes, coordinate between different groups, comfort the suffering, and offer hope and reassurance to the public

2. All hands on deck: Mules move supplies, industry and charities pitch in, while $1 million is dispersing to Helene victims ([link removed])
* Over 5,700 people in Western North Carolina have applied for FEMA assistance, with more than $1 million already disbursed after Hurricane Helene, which has caused at least 140 deaths, including 36 in North Carolina.
* The NC Emergency Management Director warns that conditions remain hazardous, with damaged roads, downed power lines, and ongoing risks of landslides.
Supplies are being delivered to hard-to-reach areas using helicopters and even mules, as the terrain has made transportation difficult, and the state government is coordinating efforts with local aid organizations and the Red Cross.
* The NC Department of Transportation reports over 425 road closures and damage at more than 700 sites, with repairs and debris removal ongoing, while Starlink has provided satellite systems to restore communication.
* The North Carolina National Guard, with 800 guardsmen and 275 vehicles, is delivering supplies and assisting in recovery efforts, while President Biden plans to visit North Carolina for an aerial tour of the damage.
* Florida Governor Ron DeSantis has shifted his focus to assisting Western North Carolina through Operation Blue Ridge, emphasizing the need for federal support to rescue and aid affected communities.

3. WNC quartz mining operations halted, risking global semiconductor supply ([link removed])
* Two quartz mines in Spruce Pine, NC, critical to the global semiconductor industry, have halted operations due to flooding from Hurricane Helene.
* The hurricane caused widespread destruction, including power outages, infrastructure damage, and displacement in local communities.
* Fortunately, Sibelco, which owns the mines, confirmed the safety of most employees but is struggling with communication challenges as rescue efforts continue.
* The high-purity quartz mined here is essential for making silicon wafers used in technologies like smartphones and solar panels.
* The closure of these mines could disrupt the semiconductor industry, as they supply 99% of the world’s ultra-pure quartz.
* Alternatives such as other mines or synthetic production may help mitigate the impact if the mines remain closed for an extended period.
