We all know Congress isn’t doing its job when it comes to managing our tax
dollars. Every year, they waste precious time and end up passing massive,
bloated spending bills that fail to address the real problems facing our
nation. It's frustrating —and it’s time for a change

That’s why the Comprehensive Congressional Budget Act (CCBA) would be such a
game-changer. This bill would empower Congress to take control of the budget
process, restoring transparency, accountability, and smarter decision-making.



Here’s how the CCBA would help:

* Annual budget review: Every committee reviews programs and spending in
their areas, ensuring outdated or wasteful policies are revisited and reformed.
* Recurring opportunities to negotiate: The CCBA provides an annual chance
for members to put proposals before their colleagues and negotiate deals,
reducing polarization and expanding Congress’ capacity to solve problems.
* Stronger oversight of the executive branch: The CCBA gives Congress the
tools to regularly review and hold the executive branch accountable, curbing
overspending and ensuring better management of federal programs.
It would give Congress the tools to finally make sustained progress toward
fiscal responsibility and focus the federal government on its most valuable
activities. By doing so, it could reduce polarization, expand Congress’
capacity to solve problems, and strengthen oversight of executive branch
activities.



Americans are deeply worried about the national debt and government overreach.
Today’s budget dysfunction makes addressing problems politically risky, but a
comprehensive budget would give members of Congress the political cover they
need to manage our finances responsibly. After all, businesses, state
governments, and top-performing nations like Sweden and Germany manage their
budgets comprehensively — why shouldn’t Congress do the same?



Why this matters



The American people deserve a government that takes budgeting seriously. It’s
time for smarter, more transparent budgeting that works for all Americans, not
just the Washington elite.

soaring borrowing costs, and less funding for essential services like national
