Manning Votes to Avert Government Shutdown
This month, House Democrats voted to pass a Continuing Resolution (CR), to extend government funding through December 20, 2024 and keep the government open. Congresswoman Manning released the following statement:
“Instead of spending September focused on how to make life more affordable for American families, House Republicans have wasted the past month pushing an extreme budget to enact radical elements of Donald Trump’s Project 2025 agenda," said Congresswoman Kathy Manning.
“After weeks of calling for a bipartisan budget deal, I was proud to join House Democrats to pass a clean CR that averts a disastrous government shutdown. While House Republicans play political games, Democrats continue to stand ready to work across the aisle to do what’s best for American families."
Manning's Securing Global Telecommunications Act Passes the House
This month, the Securing Global Telecommunications Act, bipartisan legislation introduced by Congresswoman Manning, Vice Ranking Member of the House Foreign Affairs Committee, passed through the U.S. House of Representatives.
This legislation seeks to preserve America's global leadership in technology and telecommunications and protect the safety and integrity of U.S. networks from malign influence.
“The devices we use every day - cell phones, tablets, and computers - connect to increasingly advanced mobile networks that our adversaries seek to dominate,” said Congresswoman Kathy Manning. “That’s why I was proud to introduce my bipartisan Securing Global Telecommunications Act to protect the networks that Americans rely on and to counter Russian and Chinese malign influence over international telecom infrastructure and technical standards. We cannot allow our adversaries to write the rules of the road for technical standards to give themselves an unfair advantage."

Manning's Bipartisan Resolution Passes Through Committee
Earlier this year, the State Department introduced the Global Guidelines for Countering Antisemitism, a comprehensive framework that provides essential "best practices" to effectively combat antisemitism.
Following the unveiling of the framework, Congresswoman Manning and Congressman Chris Smith (R-NJ), Co-Chairs of the House Bipartisan Task Force for Combating Antisemitism, introduced a bipartisan resolution calling on countries and international bodies to join the United States in endorsing the guidelines.
This month, the resolution passed through the House Foreign Affairs Committee by a vote of 50-0.

Manning Calls Out Trump's Extreme Project 2025 at an Education and the Workforce Committee Hearing
Project 2025 includes a plan to repeal the Affordable Care Act (ACA), an action that would have devastating effects in the lives of hardworking Americans. In an Education and the Workforce Committee hearing, Congresswoman Manning highlighted how this plan could result in the loss of protections for millions of Americans with pre-existing conditions. Manning, Tillis, Ross Lead Letter Requesting Funding to Support Research Facilities
Congresswoman Manning, Senator Thom Tillis (R-NC) and Congresswoman Deborah Ross (NC-02) led bipartisan members of the North Carolina delegation in a letter calling for the inclusion of mandatory funding for the Research Facilities Act (RFA) in this year's Farm Bill. The Members emphasized the RFA as a priority for the nation's land-grant university system, which includes North Carolina Agricultural and Technical State University in North Carolina's Sixth Congressional District.
“While NC State and NC A&T have continued to operate world-class research and extension programs despite these issues, they will be increasingly challenged to advance our nation’s leadership in agriculture in deteriorating, outdated buildings,” the Members wrote.
“We respectfully request that mandatory funding for the Research Facilities Act – a high-need, high-impact program – continue to be included in any Farm Bill that advances. Simply put, robust investment in the bipartisan Research Facilities Act is an investment in the future of agriculture in America.”

Manning Hosts World Contraception Day Press Conference
On World Contraception Day, Congresswoman Manning hosted a press conference with Democratic Whip Katherine Clark (MA-05) and members of the Pro Choice Caucus to highlight extremist Republican threats to birth control.
Following the Dobbs decision in 2022, Congresswoman Manning introduced the Right to Contraception Act, legislation to codify the right to access all forms of FDA-approved birth control. She reintroduced her bill in the 118th Congress, and in June 2024, she filed a discharge petition to force House Republicans to hold a vote on this critical legislation.
Enshrining the right to contraception into federal law would reverse measures that Republican legislatures in states across the country have enacted to restrict access to contraceptives and ensure that any future attempt by the far-right majority on the Supreme Court to overturn Griswold would not endanger access to this essential health care.
Over 200 House Democrats have cosponsored the Right to Contraception Act and signed the discharge petition, which would force a vote in the House of Representatives. Zero House Republicans have signed onto either.

Manning Calls for Increased Funding for the Nonprofit Security Grant Program (NSGP)
Ahead of the High Holidays, Congresswoman Manning joined the Anti-Defamation League, the Jewish Federations of North America, and other Jewish organizations for a discussion on the rise of antisemitism in the United States and to call for an increase in funding for the Nonprofit Security Grant Program.
In the aftermath of Hamas's horrific terrorist attack on Israel, the Jewish community has faced an alarming rise in anti-Jewish hate. Congresswoman Manning reiterated her commitment to combating antisemitism both at home and abroad and called on House Republicans to bring her bipartisan Countering Antisemitism Act to the House Floor for a vote.
The Countering Antisemitism Act is bipartisan legislation that would take comprehensive action to strengthen efforts to combat antisemitism in the U.S., including by establishing a first-ever National Coordinator to Counter Antisemitism, who would oversee federal efforts to counter domestic antisemitism and lead an interagency task force to implement the U.S. National Strategy to Counter Antisemitism and future government strategies.
Manning Joins Press Conference to Support the Right to Emergency Abortion Care
Congresswoman Manning stood in solidarity with her Pro-Choice Caucus colleagues and outside organizations to support a resolution reaffirming that all women should have access to emergency abortion care under the Emergency Medical Treatment and Labor Act no matter where they live.
