Unsolicited Proposal for CBC in Region 7A*



On September 20, 2024, the Department of Family and Protective Services (DFPS) and the Office of Community-Based Care Transition (OCBCT) received an unsolicited proposal for Community-Based Care (CBC). The proposal is for the Central Texas/Waco community area, otherwise known as Region 7A. This community area includes the following counties: Bell, Bosque, Brazos, Coryell, Falls, Freestone, Grimes, Hamilton, Hill, Lampasas, Leon, Limestone, Llano, Madison, McLennan, Milam, Mills, Robertson, San Saba, and Williamson. The proposal is currently under review by DFPS and the Health and Human Services Commission (HHSC).

What's an Unsolicited Proposal?

In 2021, the Texas Legislature created an option for an organization to submit a bid for an area prior to the official release of a Request for Proposals. An unsolicited bid simply jumpstarts the procurement process before the pre-determined solicitation timeline. The bidder’s response will be reviewed and must meet DFPS solicitation requirements to move forward. However, this does not guarantee the bidder will be awarded the contract. What's Next? 

By sending this message and posting the information on our public website, DFPS has notified the public about the unsolicited bid. At this point, other prospective bidders have the opportunity to submit competing bids. If another bid is received, DFPS will stop the unsolicited bid process and complete a full Request for Proposals competitive procurement.
