In economics, underemployment is when workers can’t find jobs that use their skills or offer enough work to provide a living.
In the West African country of Ghana, more than half of the nation’s workers are underemployed.
One day, a young man named Emmanuel Acquah took it upon himself to search for answers, suspecting that the culprit was overly restrictive government policy.
He soon co-founded Africa Centre for Entrepreneurship and Youth Empowerment (ACEYE), an organization dedicated to removing barriers to new and better job creation in Ghana.
Aided by what they learned through Atlas Network Academy training, his team crafted a plan to tackle the underemployment issue from two fronts.
First, ACEYE would conduct new research auditing the level of economic freedom in each of Ghana’s 16 regions.
Second, ACEYE would then spread the word to the masses, first by sharing the findings with policymakers, and then by hosting university lectures to introduce students to free enterprise thinkers (such as the late Ghanaian economist, Professor George Ayittey).
ACEYE has grown from a small startup to a powerhouse Atlas Network partner, as you saw recently when they joined our 2025 Smart Bets program and participated in the Virtual Pitch Competition.
