Puget Sound Salmon Recovery Council to decide on approval of the Salmon Recovery Plan Addendum

The Puget Sound Salmon Recovery Council will meet on Thursday, September 26, from 10:00 a.m. to 3:00 p.m. at Edmonds Center for the Arts, 410 4th Ave N, Edmonds, WA.

Meeting highlights include:
* A request to convene the 2024 Nominating Committee. Partnership staff will request the Salmon Recovery Council (SRC) to convene the annual Nominating Committee in preparation for any decisions on member changes at the November meeting. Staff will also seek volunteers from each caucus to staff the Nominating Committee. Presentation by Wendy Loosle, boards policy advisor at the Puget Sound Partnership.
* An update on planning for the 2025 legislative session, highlighting the annual exercise Partnership staff use to set legislative priorities. SRC members will also learn about the Estuary and Salmon Restoration Program (ESRP) Biennial Investment Plan, which provides funding and technical assistance to organizations working to restore shoreline and nearshore habitats critical to salmon and other species in Puget Sound. Presentation by Don Gourlie, legislative policy director at the Puget Sound Partnership, Mindy Roberts, co-vice chair of the Salmon Recovery Council and Puget Sound program director at Washington Conservation Action, Catherine Buchalski Smith, estuary and salmon restoration program manager at the Washington Department of Fish and Wildlife, and Tish Conway-Cranos, nearshore science manager at the Washington Department of Fish and Wildlife.
* A presentation and discussion about the Salmon Climate Initiative. Staff from Long Live the Kings will brief SRC members on the Salmon Climate Initiative, which promotes the long-term resilience of Pacific salmon populations in the face of the climate change. The initiative aims to prioritize, fund, and implement science-based solutions to protect and restore resilient salmon populations. Presentation by Jaques White, chief executive officer at Long Live the Kings and Shaara Ainsley, senior project manager at Long Live the Kings.
* A presentation and decision about the final draft of the Salmon Recovery Plan Addendum. The Addendum will guide the Puget Sound regional salmon recovery organization's actions over the next decade. Staff will share an overview of the final draft, discuss key changes, and review next steps. Staff will seek a decision from the SRC to guide the Leadership Council's decision on the addendum at their December 2024 meeting. Presentation by Melissa Speeg, salmon recovery manager at the Puget Sound Partnership, and Ashley Bagley, salmon policy advisor at the Puget Sound Partnership.
* A presentation and discussion about salmon restoration targets. Partnership staff will propose a set of regional salmon habitat targets for SRC consideration. This discussion will prepare the SRC for their November meeting when staff will request a decision on the inclusion of these targets in the Salmon Recovery Plan. Presentation by Beihua Page, adaptive systems manager at the Puget Sound Partnership, Laura Vary, progress indicator lead at the Puget Sound Partnership, and Melissa Speeg, salmon recovery manager at the Puget Sound Partnership.
* A presentation and decision on regional monitoring. Monitoring is critical to adaptively manage salmon recovery, yet it is chronically underfunded and under-resourced and lacks regional coordination. The Salmon Recovery Funding Board (SRFB) Regional Monitoring Grant Program is undergoing revisions that will alter the process by which regional monitoring projects are submitted, reviewed, and recommended for funding. Following the discussion of a new regional process at the July 25, 2024 SRC meeting, staff will seek a decision on the proposed process from the SRC. In addition, staff will seek SRC feedback on the proposed monitoring priority for submitted Puget Sound projects. Presentation by Melissa Speeg, salmon recovery manager at the Puget Sound Partnership, Annelise Del Rio, monitoring performance analyst and salmon scientist at the Puget Sound Partnership, and Megan Wilson, salmon scientist at the Puget Sound Partnership.
