Potential China Threats to U.S. Port Infrastructure Security: House Homeland Security Committee

"

On September 12th, House Committee on Homeland Security Chairman Mark E. Green, MD (R-TN), Subcommittee on Transportation and Maritime Security Chairman Carlos Gimenez (R-FL), and Select Committee on the Chinese Communist Party Chairman John Moolenaar (R-MI) issued the following statement upon releasing a joint investigative report exposing a rising threat to U.S. economic and homeland security posed by the Chinese Communist Party (CCP)...The report reveals how Shanghai Zhenhua Heavy Industries (ZPMC)––a company owned and operated in the People’s Republic of China (PRC)––dominates the global market share of ship-to-shore (STS) port cranes, and how the PRC’s broader maritime infrastructure dominance creates significant cybersecurity and national security vulnerabilities for both the United States and our allies...For more than a year, the Committees conducted oversight of, interviewed, and requested information from key stakeholders in the maritime sector, in addition to the Department of Homeland Security (DHS), including the U.S. Coast Guard, Department of Transportation Maritime Administration, Department of Defense, Federal Bureau of Investigation (FBI), and the National Security Agency, as well as 10 U.S. strategic seaports, three international port equipment manufacturers, and more...In April of 2023, Chairman Green, Subcommittee Chairman Gimenez, Subcommittee on Cybersecurity and Infrastructure Protection Chairman Andrew Garbarino (R-NY), and Subcommittee on Oversight, Investigations, and Accountability Chairman Dan Bishop (R-NC) sent a letter to DHS Secretary Alejandro Mayorkas, demanding answers on threats to U.S. ports from China caused by ZPMC cranes.

WHAT'S NEW IN NY-02

Andrew Recognizes New West Babylon Eagle Scout

This week, Andrew had the honor of recognizing Matthew Carbone, a newly inducted Eagle Scout from Troop 2014 in West Babylon, with a Congressional Certificate in celebration of his remarkable achievement. Attaining the rank of Eagle Scout, the highest honor in the Boy Scouts of America, is a milestone reached by only 4% of Scouts. It stands as a testament to Matthew's exceptional dedication, leadership, and perseverance.

A Renovated Home For Local Veterans

On Friday, National Grid and United Veterans Beacon House hosted an all-day volunteer event to 'beautify' the home of several veterans in Bay Shore. Andrew was proud to provide a flag flown over the U.S. Capitol for the veterans to raise on their yard's flagpole. This event was a testament to the power of community and the enduring gratitude we owe to those who have served our country.

Andrew Condemns Vandalism of Hindu Temple

Earlier this week, the driveway and welcome sign of BAPS Shri Swaminarayan Mandir, a Hindu temple in Melville, were defaced with anti-Hindu hate speech. Andrew unequivocally condemns this hateful act, stating, "There is no place for such hatred and vitriol in a civilized society."

CASEWORK HIGHLIGHT: Absolving Tax Penalties

A constituent reached out to Andrew's office after receiving a penalty for making a mistake when filing her 2022 taxes. At the time, she had recently suffered a personal tragedy and was now seeking relief from the fine due to her error. Andrew's casework team coordinated with the Taxpayer Advocate Service to contact the IRS, which subsequently removed the penalties for this constituent.

Andrew knows how frustrating dealing with bureaucracy can be. That is why he has an entire team dedicated to helping constituents get what they need from the government. If you need help dealing with a federal agency, contact our office and our team will get to work on your case.

KEEPING UP WITH CONGRESS

Andrew Votes To Enhanced Security For Presidential Candidates Following Second Assassination Attempt on President Trump

On September 15, a second assassination attempt on former President Trump was thwarted by law enforcement. Andrew strongly condemns this attack and believes political violence has no place in our democracy. To ensure the safety of all presidential candidates, Andrew voted in favor of H.R. 9106, the Enhanced Presidential Security Act of 2024, which passed the House unanimously. This legislation directs the U.S. Secret Service to provide the same level of protection to Presidents, Vice Presidents, and major presidential candidates, safeguarding our country’s future and ensuring the American people’s choice is never threatened.

Andrew Votes to Hold Sanctuary Cities Accountable

This week, Andrew voted in favor of legislation to address the migrant crisis impacting New York and other states, H.R. 5717, the No Bailout for Sanctuary Cities Act. Radical sanctuary city and state policies like those in New York have worsened the Biden-Harris border crisis, encouraging illegal immigration by offering protection from enforcement. These policies burden American taxpayers while straining local resources. Andrew believes it’s time to hold sanctuary cities accountable for their failed policies and ensure American citizens are prioritized.

Andrew Stands Against Antisemitic BDS Campaign

This week, Andrew voted in favor of H.R. 5179, the Anti-BDS Labeling Act, which codifies the Trump Administration’s guidance ensuring imported goods from Israel and Israeli-controlled areas are labeled as “Product of Israel.” This prevents the antisemitic Boycott, Divestment and Sanctions (BDS) campaign from undermining Israel’s economy through misleading labeling. Andrew strongly condemns the BDS movement for its antisemitic efforts to target our ally, Israel, and reaffirms his commitment to standing with Israel against radical activists.
