E-PAC’s GAME PLAN: Let’s Make History Again This November

In 2018, Chairwoman Elise Stefanik launched E-PAC to Engage, Empower, Elevate
and Elect Republican women to Congress – her mission was to grow the
then-dwindled ranks of Republican Women in Congress. Only 13 Republican women
served in the House of Representatives in 2019. Following E-PAC’s inception, a
record-breaking 200 Republican women filed to run for Congress, which led to
the Historic 2020 election – the year President Trump famously named“The Year
of Republican Women,” when House Republicans went from having 13 to 30 women
serving in the ranks!

In 2023, Republican women made history again – growing the ranks to 36 women
serving, but E-PAC and Chairwoman Elise Stefanik’s mission to grow the ranks of
Republican women in Congress is far from complete.

As we have said many times – this election is the most important of our
lifetimes for more reasons than one.

We have an opportunity this cycle to grow our HISTORIC number of Republican
women serving in office again.

BUT we are already starting at a disadvantage, with FOUR GOP women
Representatives not running for re-election this cycle. Here is that breakdown –

• SAFE – Rep. Debbie Lesko (AZ-08)
• SAFE – Rep. Cathy McMorris Rodgers (WA-05)
• SAFE – Rep. Kay Granger (TX-12)
• SAFE – Del. Gonzalez-Colon (PR-ATL)

GOOD NEWS THOUGH! At least TWO E-PAC-endorsed Republican women will be joining
the ranks in the 119th Congress…

WE MUST PROTECT HOUSE GOP WOMEN

That leaves the ranks of Republican women serving in the House of
Representatives at 34 – and it gets worse – if we don’t protect our Incumbent
Republican women, we could be in real trouble… here is a breakdown of
Republican women in tough seats this cycle:

• !!! - D+3: – Rep. Michelle Steel (CA-45)
• !!! - D+2: – Rep. Lori Chavez DeRemer (OR-05)
• !! - EVEN: – Rep. Maria Elvira Salazar (FL-27)
• !! - R+1: – Rep. Monica De La Cruz (TX-15)
• !! - R+2: – Rep. Jen Kiggans (VA-02)
• !! - R+2: – Rep. Young Kim (CA-40)
• !! - R+3: – Rep. Mariannette Miller-Meeks (IA-01)
• ! - R+4: – Rep. Laurel Lee (FL-15)
• ! - R+6: – Rep. Anna Paulina Luna (FL-13)

FLIPPING TOP TARGET HOUSE SEATS

Even when we protect our Incumbents and add these two Republican women to our
ranks, we only have 34 Republican women serving in the 119th Congress – still
short of making history again in 2024.

Which is why… Chairwoman Stefanik and E-PAC endorsed an additional SEVEN
Republican Women inTOP FLIP seats across the nation. With President Trump at
the top of our ticket, we CAN MAKE HISTORY AGAIN, and this time with 41 GOP
women serving!

KEY FLIP DISTRICTS

* Laurie Buckhout (NC-01)
* Moved from a D+2 to an EVEN district in North Carolina’s redistricting
process.
* Fmr. Rep. Yvette Herrell (NM-02)
* This is a D+1 district that Yvette lost in 2022 by a slim margin of 1,350
votes.
* Alison Esposito (NY-18)
* This is a D+2 district that Alison and NY Gubernatorial candidate Lee
Zeldin won by 7,212 votes in 2022.
* Fmr. Rep. Mayra Flores (TX-34)
* This is a D+9 district that Mayra won in the 2022 Special Election; later
in the General election, Mayra lost by 11,432 votes – due to redistricting that
moved this district from a D+5.
* Monique DeSpain (OR-04)
* This is a D+4 district, and Democrat incumbent Val Hoyle is more vulnerable
than ever due to the multiple scandals around her.

OPEN FLIP DISTRICTS

* Caroleene Dobson (OPEN – AL-02)
* This newly drawn D+4 OPEN seat was formerly an R+17 seat.
* Lily Tang Williams (OPEN – NH-02)
* This is a D+2 OPEN seat that Republicans can FLIP this cycle.
