EXCLUSIVE: Rep. Darrell Issa, R-Calif., a member of the House Foreign Affairs Committee, slammed President Biden's State Department for being caught with its hands in the "cookie jar" over taxpayer dollars going toward counseling migrants on how to use the asylum process to enter the U.S.
