Dear Friend,
Would you believe me if I told you 158 Democrats voted against a bill this week that would deport illegal aliens who rape women and children?
Sadly, it’s true.
This week, the House passed the Violence Against Women by Illegal Aliens Act. This bill would deport illegal aliens convicted of sex offenses, domestic violence, stalking, child abuse, or violation of a protection order.
Currently, if an illegal alien commits a domestic violence offense under these categories, the Adam Walsh Child Protection and Safety Act requires that there be a broad waiver to consider other factors before grounds of removability – often delaying their removal.
This bill will make it immediately deportable or inadmissible to come into the U.S. if one has committed these crimes.
In neighborhoods across the U.S., we are seeing a spike in illegal aliens sexually assaulting children. In Houston, 12-year-old Jocelyn Nungaray was tied up, assaulted, and strangled to death by two illegal aliens from Venezuela who crossed into the U.S. this year. In Florida, a Guatemalan illegal alien assaulted an 11-year-old girl in his van. And even here in Wisconsin, an illegal alien from Nicaragua, who was released into our country by the Biden-Harris administration, tried to sexually assault a 12-year-old girl in Fond du Lac.
While these are just a few tragic stories resulting from Border Czar Kamala Harris’s open border, it’s clear that these dangerous individuals should not be here.
That’s why I was hoping Republicans and Democrats could come together to support measures that would protect women and children. Unfortunately, 158 Democrats voted to protect foreign predators. You can view the vote here.
Another area I was hoping we could come together on is the issue of preventing non-citizens from voting.
This week, I joined the MacIver Institute, Fond du Lac County District Attorney Eric Toney, and members of law enforcement to highlight that only citizens should vote.
With Ohio, Texas, Arizona, Virginia, and Oregon all finding non-citizens on their voter rolls recently, and some even casting ballots, it is imperative for Congress to pass the SAVE Act to ensure non-citizens do not vote.
This bill requires proof of citizenship when registering to vote. It would also require states like Wisconsin to remove non-citizens from their voter rolls.
While most Americans believe this is just common sense, 206 Democrats voted against a bill this week to prevent non-citizen voting.
I hope you enjoy starting your weekend off with the Tiffany Telegram. We'll be back next week with more updates!
Sincerely,
Tom Tiffany Member of Congress

DHS fails to protect Trump…again
Did you know that the Secret Service falls under the Department of Homeland Security (DHS)? This means DHS Secretary Alejandro Mayorkas is responsible for not just the disastrous state of our national security due to Biden-Harris administration’s open border policies, which have allowed nearly 100 potential terrorists into the country, but also for his failure to protect a former president – not once but twice. In just two months, there have been two assassination attempts on President Trump, with new information emerging about a potential third troubling incident in Arizona. This level of negligence is beyond unacceptable. Even Senator Richard Blumenthal, a Democrat from Connecticut, expressed outrage at DHS’s failure to respond to the first assassination attempt stating, "I am reaching the point of total outrage because the response from DHS has been totally lacking. It's tantamount to stonewalling." He even signaled support for a subpoena. However, a subpoena is not enough anymore. Secretary Mayorkas must resign, be fired, or convicted by the U.S. Senate. The House of Representatives impeached him in February, and it is time for the Senate to act. House Republicans will continue to investigate these assassination attempts to get the answers. This week, we expanded the scope of the Assassination Task Force to include the second assassination attempt in Florida. We need accountability now – and for the violent rhetoric to stop – before it’s too late.
Defunding illegal alien “sanctuaries”
We told you last week about the shocking arrest of a Venezuelan gang member in Prairie du Chien on allegations of domestic violence, sexual assault, child abuse, and strangulation – an arrest that occurred after the foreign suspect had been previously detained in Minneapolis and was wanted in Dane County for similarly heinous offenses. So why was he still on the street? The answer is so-called “sanctuary” policies. These policies, enacted by rogue local governments, restrict cooperation with federal immigration authorities. Thanks to these dangerous and illegal initiatives, criminal aliens who are apprehended by local police often get released, going on to commit new crimes instead of being turned over to Immigration and Customs Enforcement (ICE) officials for removal. Unfortunately, there are a few “sanctuary” jurisdictions in Wisconsin, according to ICE. You can check out the full – and quite long – list of violators here. Telegram readers may recall that I wrote to one of them last week demanding answers. I also authored an amendment cutting federal funding for these scofflaw cities and counties that was approved by the House last year. Unfortunately, the Senate never took it up. This week, the House went one step further, passing the No Bailout for Sanctuary Cities Act, which aims to do the same thing. You can see how lawmakers voted on that measure here.
Protecting free speech and preventing ESG overreach
This week, we took up a series of common-sense bills that would keep radical, far-left political agendas off of college campuses and out of America’s financial system. College campuses are meant to be a safe space where students can learn from and engage with their peers and professors through the marketplace of ideas, but recently, many students are feeling the pressure to stay quiet or alter their beliefs while completing assignments in fear of retaliation or receiving a bad grade. Instead of becoming hubs of indoctrination, our college campuses should respect and promote the freedom of speech. That’s why the House passed the End Woke Higher Education Act to protect First Amendment rights on campus and ensure that colleges are not forced to adopt woke DEI principles to receive accreditation. We also passed the Prioritizing Economic Growth Over Woke Policies Act, which would prevent rogue Democrat-appointed regulators from inserting the extreme “environmental, social, and governance” (ESG) agenda into America’s financial system. Under the Biden-Harris administration, radical regulators have been weaponizing agencies and manipulating markets by forcing misguided ESG initiatives on public companies, retirees, and workers. These efforts do nothing to help Americans, and in many cases, they threaten the retirement savings of millions of Americans. This week, House Republicans protected your financial future by ensuring that your retirement savings are managed solely with your best interests in mind. You can view those votes here and here.
Committee Update
Judiciary
Putting criminals where they belong: Behind bars
Last week, in the Judiciary Subcommittee on Crime, we held a hearing on how soft-on-crime policies have impacted our communities. As you probably remember, the summer of 2020 brought a wave of riots, looting, and lawlessness as a result of the Democrats ‘defund the police’ movement and reckless bail reform efforts. So, it was no surprise that many witnesses who came to testify were from our neighbor, Minnesota. We heard from a business owner who has had his restaurant burglarized more than a dozen times – one of the perpetrators returned to rob him three separate times thanks to dangerous policies that kept releasing him back onto the streets. Another witness told us that some of the criminals responsible for robbing his business had been arrested over 50 times previously. Sadly, prominent politicians, including Vice President Kamala Harris, announced their support for criminals wreaking havoc on American cities – and some went as far as to help spring them out of jail. Earlier this Congress, I signed on to legislation authored by Rep. Scott Fitzgerald (WI-05), the Keeping Violent Offenders Off Our Streets Act. This legislation would help incentivize state and local jurisdictions to meet federal bail requirements, ensure judges and prosecutors have a full criminal history report of the defendants before them, and regulate these so-called “charitable bail funds” that help bail criminals out of jail. I was pleased to see our bill pass out of the Judiciary Committee this week – and look forward to seeing it go to the House floor for further consideration.
