The New Democrat Coalition Workforce Development Task Force, led by Chair Kathy Manning (NC-06) and Vice Chairs Val Hoyle (OR-04), Hillary Scholten (MI-03), and Gabe Vasquez (NM-02), unveiled the New Dems’ Jobs Action Plan ([link removed]) , which examines barriers to labor growth and lays out a roadmap to strengthen our national workforce and economy.
Through a series of recommendations for both Congress and the Administration, the Jobs Action Plan aims to break through the five major barriers that contribute to our ongoing workforce shortage:
It’s too difficult for non-college workers to obtain the skills they need;
1. Barriers to work are limiting labor growth;
2. There are too many hurdles to employment;
3. Too many women and people of color feel stuck in low-paying jobs; and
4. Workers can’t find opportunities where they live.
Workforce Development Task Force Chair Kathy Manning issued the following statement on the Action Plan:
“Our nation is full of dedicated and skilled workers striving to achieve the American Dream, but they’re currently being held back by a system that isn’t allowing them to reach their full potential.
“To truly unleash the potential of our labor force and bolster the backbone of the U.S. economy, the federal government must act to break down barriers to success. That’s why New Dems spent months studying the labor market, meeting with key stakeholders, and crafting commonsense recommendations capable of earning the bipartisan support needed to pass into law.
“Using our Action Plan as a roadmap, New Dems look forward to working with the Administration and our colleagues in Congress to implement these solutions and deliver for the hardworking American people.”

Yesterday, Members of the New Democrat Coalition Affordable Housing Task Force, including Vice Chair Greg Landsman (OH-01) and Reps. Sara Jacobs (CA-51) and Andrea Salinas (OR-06) hosted a roundtable to discuss housing markets, supply-side constraints, private equity ownership, and affordability.
New Dems were joined by numerous stakeholders, including representatives from National Association of Homebuilders (NAHB), the National Low Income Housing Coalition (NLIHC), the National Rental Home Council (NRHC), and Tricon Residential.
Vice Chair Greg Landsman issued the following statement on the roundtable:
“One of the top issues we are hearing from our constituents is that the cost of housing is just too high. New Dems are grateful to the leaders and stakeholders who joined our roundtable for providing insights into the current state of housing and what Congress and the private sector must do to break down regulatory barriers, increase the availability of homes, and make them more affordable for the American people.

Castro, Foster Introduce the Strengthening Science Through Diplomacy Act ([link removed])
Congressman Joaquin Castro (TX-20) and Congressman Bill Foster (IL-11), introduced the Strengthening Science Through Diplomacy Act (H.R. 9619 ([link removed]) ), legislation that would strengthen U.S. science and research partnerships by extending appropriate privileges and immunities to the CERN, the European Organization for Nuclear Research.
Congressman Steven Horsford Introduced the TIPS Act to Eliminate the Subminimum Wage and Taxes on Tips for Service Workers ([link removed])
Congressman Steven Horsford (NV-04) introduced the Tipped Income Protection and Support (TIPS) Act (H.R. 9624 ([link removed]) ), landmark legislation aimed at eliminating the subminimum wage for tipped workers across the United States. It also ends the income tax on tips these workers receive. The bill seeks to ensure that all workers, regardless of their profession, receive fair wages and are not forced to rely on tips to make ends meet.
McBath Shares Tearful Remarks as Legislation to Stop Campus Hazing Overwhelmingly Passes Committee ([link removed])
Congresswoman Lucy McBath (GA-07) shared tearful remarks as she detailed the stories of those lost to hazing survivors during the markup of her bill, the Stop Campus Hazing Act (H.R. 5646 ([link removed]) ). The bill improves reporting and prevention of hazing on college campuses and was approved overwhelmingly by a bipartisan vote of 28-2 in the House Committee on Education and Workforce.
Rep. Lee Introduces Bipartisan Legislation to Expand Health Care for Nevada Veterans’ Exposed to Radiation and Toxins ([link removed])
Congresswoman Susie Lee (NV-03) introduced bipartisan legislation expanding access to health care for Nevada veterans who have suffered from exposure to radiation and toxic materials as a result of nuclear testing in Nevada, specifically at the Nevada Test and Training Range (NTTR). Similar to the historic PACT Act, the Presumption for Radiation or Toxin Exposure Coverage for Troops (PROTECT) Act (H.R. 9511 ([link removed]) ) would establish a presumption of exposure for certain veterans to receive critical benefits who were not originally covered by the Energy Employee Occupational Illness Compensation Act of 2000.

Congresswoman Lori Trahan (MA-03) ([link removed]) and Congresswoman Mariannette Miller-Meeks (IA-01), members of the House Energy and Commerce Committee’s Health Subcommittee, celebrated passage of their Accelerating Kids’ Access to Care Act in the House of Representatives. The bipartisan legislation introduced in July 2023 breaks down barriers for children with complex medical conditions to make it easier for families to access out-of-state care.

Derek Kilmer (WA-06) ([link removed]) and Cathy McMorris Rodgers' (WA-05) legislation to to award Dustoff crews of the Vietnam War with the Congressional Gold Medal passed unanimously in the House. Dustoff crewmembers – helicopter air ambulance pilots, crew chiefs, and medics – performed aeromedical evacuation of over 900,000 U.S., Vietnamese, and allied forces from May 1962 to March 1973. The legislation will now head to the President desk to be signed into law.
