The Israeli proposal would end the fighting in Gaza and give the remaining Hamas leadership safe passage out of the area in exchange for the immediate release of all the hostages and the establishment of an alternative governing power.
The offer was reportedly presented last week to U.S. officials. Senior Hamas leader Ghazi Hamad called the proposal "ridiculous" and rejected it outright.
Hamas is the obstacle to a deal.

IDF strikes 100 Hezbollah launchers with 1,000 ready-to-fire rockets
Tonight, the Israeli Air Force struck Hezbollah sites where more than 1,000 rockets were loaded and ready to be fired at Israel.
According to the IDF, approximately 100 Hezbollah launchers were targeted in the attack.
Once again, Israel's offensive capabilities helped protect Israeli families.

Nasrallah admits 'heavy blow' from widespread pager and radio explosions
In a televised speech today, Hezbollah leader Hassan Nasrallah conceded that the Iran-backed terror group suffered a "major and unprecedented" blow this week when thousands of its communications devices suddenly exploded.
Nasrallah vowed to continue its daily attacks on Israeli communities in the north, where two IDF soldiers were killed today by Hezbollah missile and drone attacks.
“There is no doubt that we have been subjected to a major security and military blow that is unprecedented in the history of the resistance and unprecedented in the history of Lebanon,” Nasrallah said in his address, filmed at an undisclosed location.
Israeli officials believe the death toll is higher than reported, with Hezbollah’s elite Radwan unit struck hard by the attacks.
Nasrallah promised to attack Israel. “There will be a just punishment. I will not say when, where or how. You will know when the time comes.”
Gallant on new phase of the war: "Significant opportunities, but also heavy risks"
Israeli Defense Minister Yoav Gallant reiterated today that Israel has entered a new phase of the war, with the goal of returning internally displaced Israelis to their homes in the north and freeing the 101 hostages still in Gaza.
"Hezbollah is feeling chased and the sequence of our military operations will continue," Gallant said during a meeting with top IDF officials.
"Our goal is to return the residents of the north to their homes safely. As time goes by, Hezbollah will pay an increasing price. At the same time, we will continue and carry out the effort to return the hostages and dismantle Hamas," Gallant said.
State Department Spokesperson Matthew Miller said today, “So as long as Hezbollah is launching terrorist attacks across the border, of course, Israel is going to launch military action to defend itself as any country would.”
America must continue to stand with Israel as it fights to free the hostages and defeat Iranian-backed terror groups on its borders.
