UBCM Panel: What's Next for Housing?

On Monday, the UBCM convention kicked off with a panel discussion on "What's Next for Housing?"

Terri McConnachie, Executive Officer of CHBA Northern BC, represented the industry perspective on B.C.'s housing crisis. She stressed the need for the government to take responsibility for its role in housing prices, noting government imposed fees and charges can amount to up to 30% of the purchase price of a home. Terri also emphasized the need for the government to prioritize competing priorities, referencing the increasingly more challenging regulatory requirements and building code changes that have added costs to the development of new homes.

Terri concluded with a call to action to elected officials to engage with industry to learn more about the challenges that currently exist to building more homes so we can develop collaborative and effective solutions that work.

FortisBC Revamps Rebates for New Homes to Help Support the Lower-Carbon Transition
FortisBC

FortisBC has announced it is doubling the funding available for B.C. builders looking for more affordable ways to build energy-efficient homes that require less energy for heating, cooling and electricity.

The company has revamped its New Home Program to better support builders with new construction projects, including $15,000 or more to build to Step 4 and $20,000 or more to meet Step 5, which is a net-zero ready home.

FortisBC says it worked closely with builders and developers to understand how best to build both fully electric and integrated gas-electric homes to Step 4 and 5, the highest levels of the BC Energy Step Code.

Province Commits $2 Billion to BC Hydro Projects in Vancouver
BC Hydro

Population and housing growth, along with increasing residential, commercial and industrial electrification, is driving up energy needs. To meet this surge in demand in Vancouver, approximately $2 billion is being invested in several projects, including:
  • Approximately $1.4 billion to construct three new substations, which will be in service by the early 2030s:
    • West End substation to replace the Dal Grauer substation will power as many as 70,000 new homes;
    • East Vancouver substation to replace the Murrin substation will power as many as 70,000 new homes and
    • Boundary substation to provide capacity in the fast-growing south Vancouver and south Burnaby areas will power as many as 70,000 new homes.
  • Approximately $200 million to expand capacity at Mount Pleasant and Kidd 1 substations and to replace aging equipment at Cathedral Square and Sperling substations.

  • Approximately $300 million in investments in distribution capacity to:
    • convert underground systems in downtown Vancouver to higher voltages to provide additional capacity;
    • connect new residential developments in Oakridge, West Broadway, Yaletown and the west side of Vancouver, and
    • provide new feeder capacity in the West End, West Side and South Vancouver.
  • Approximately $120 million to replace an aging 230-kilovolt cable approaching end-of-life to maintain a reliable supply of power to the Cathedral Square substation in downtown from Burnaby.

  • $500 million will be invested to expand the transmission network to support the projected load growth and increase capacity, feeding the Camosun and Mainwaring substations in Vancouver.

Whole-Building Retrofit Program Launched for Apartments, Condominiums and Co-ops
BC Government

Starting Sept. 17, 2024, the CleanBC Multi-Unit Residential Building Retrofit Program, a joint initiative with BC Hydro, will provide rebates and energy coaching to building owners, strata councils and equity co-op boards to make the switch to more energy-efficient and cleaner technologies in their buildings, such as heat pumps and LED lighting, as well as improved windows and ventilation. The new program will also provide funding for the cost of electrical upgrades required for buildings to switch from fossil fuels to clean electricity.

With $61 million over three years, the CleanBC Multi-Unit Residential Building Retrofit Program is the result of a $26 million investment by the Province and $35 million from BC Hydro as part of its Energy Efficiency Plan. In addition to the new program, this funding also supports the existing CleanBC Social Housing Incentive Program.
