Project description: The City of Ranier is proposing to renovate and expand an existing City Dock to provide 26 tie-up facilities with up to seven available for overnight stays. The overnight facilities would be accessible for non-trailerable boats of 26+ feet in length. Amenities, including 20-, 30-, and 50-AMP electrical hook ups, freshwater services, and a sewage pump out station would be located on the dock. Project description: The TCAAP Alternative Urban Areawide Review (AUAR) study area is approximately 429 acres located within the broader TCAAP site in Arden Hills, Minnesota. The AUAR study area is bounded by County State Aid Highway (CSAH) 96 on the south, by US Highway 10 and Interstate 35W (I-35W) on the west, by State of Minnesota property on the north, and by the National Guard’s Arden Hills Army Training Site (AHATS) property on the east. The City of Arden Hills adopted the TCAAP Final AUAR and Mitigation Plan on July 28, 2014. Pursuant to Minnesota Rules, part 4410.3610, subpart 7, an AUAR and plan for mitigation must be revised every five years until all development in the study area has received final approval. The City of Arden Hills adopted an AUAR Update on August 26, 2019. Since the study area has not been fully developed, the purpose of this document is to provide another update to the TCAAP AUAR pursuant to Minnesota Rules. Responsible Governmental Unit Request for Re-designation -University of St. Thomas Multipurpose Arena
Responsible Governmental Unit (RGU) Re-designation: On September 3, 2024, the Environmental Quality Board (EQB) received a request from Advocates for Responsible Development to replace the City of Saint Paul as the RGU for the University of St. Thomas Multipurpose Arena project.
Recommendation: The EQB Chair’s preliminary recommendation is to deny the re-designation. Under Minn. Rule 4410.4300, subp. 34: Sports or entertainment facilities, the local governmental unit is the RGU. The City of St. Paul is the governmental unit with the greatest responsibility for approving the project as a whole and issuing the permits for the project. A re-designation can be appropriate if another governmental unit has greater expertise, but no such showing has been made. In addition, a recent Court of Appeals opinion remanded the EAW to the City of St. Paul.
Next Steps: A denial of re-designation of the RGU for the St. Thomas Multipurpose Arena will be made by the EQB chair on September 25, 2024, unless any Board member, on behalf of the public, requests a full review by the Board. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers. The EQB Monitor is a weekly publication announcing environmental review documents, public comment periods and other actions of the Environmental Quality Board. The EQB Monitor is published every Tuesday at noon. Submissions to the EQB Monitor are due by 4:00 p.m. on the Tuesday one week prior to the intended publication date.
