Dear Friend,

I wanted to pass along my latest update on the important work I am doing in the People's House to stand for commonsense, conservative principles across the Country and to serve my constituents in Maryland's First Congressional District. With Congress back in session after the August district work period, the House of Representatives wasted no time in taking up bills that confront the Chinese Communist Party's (CCP) influence in America. This past week, House Republicans passed more than twenty measures to counter China and protect America.

Here are a few ways we are combating the CCP:

H.R. 1398 - Protect America's Innovation and Economic Security from CCP Act

  • This bill reestablishes the CCP Initiative to (1) counter nation-state threats to the United States; (2) curb spying by the Chinese Communist Party (CCP) on U.S. intellectual property and academic institutions; (3) identify and prosecute individuals engaged in trade secret theft, hacking, and economic espionage; and (4) protect U.S. critical infrastructure from foreign threats.
  • I voted in favor of this bill. 

H.R. 9456 - Protecting American Agriculture from Foreign Adversaries Act 

  • This bill makes changes to the Committee on Foreign Investment in the United States (CFIUS), including requiring CFIUS to determine whether a national security review is necessary for reportable agricultural land transactions that are referred by the Department of Agriculture (USDA).
  • CFIUS oversees the national security risks of certain foreign investments in the United States, especially from hostile nations such as China and Iran. CFIUS has the authority to review covered transactions, which include mergers, acquisitions, and takeovers that could result in foreign control of a U.S. business. 
  • I voted in favor of this bill.    

House Judiciary Hearing on the Crisis at The Southern Border: 

Last week, the House Judiciary Committe held a hearing that examined the effects of the Biden-Harris Administration's open border policies on American families and communities. The panel of witnesses included mothers whose children who were killed by the policies of a wide-open Southern Border. Two of the witnesses who testified were my constituents, Patty Morin and Tammy Nobles, whose daughters, Rachel Morin and Kayla Hamilton, were brutally murdered by illegal immigrants in Maryland.

Both Kayla Hamilton and Rachel Morin would still be alive if Border Czar, Kamala Harris did her job. Their murders by illegal immigrants could have been prevented if the Biden-Harris Administration enforced the immigration laws already on the books.

Every state is a border state, and I applaud both these strong mothers for their bravery to share their daughters' stories and for keeping the memories of Rachel and Kayla alive. Please continue to keep both of these families in your thoughts and prayers as they seek justice for their beloved children.

District Updates

Remembering Eastern Shore Police Officer, Glenn Hilliard

It was an honor to welcome Wicomico County Sheriff, Mike Lewis, Chief Deputy Sheriff Gary Baker, and the wife of Officer Glenn Hilliard, Tashica Hilliard, to Capitol Hill last week.

Glenn Hilliard was a heroic Eastern Shore police officer who was killed in the line of duty pursuing a wanted criminal. I was pleased to be joined by Speaker Mike Johnson in presenting a flag that was flown over the United States Capitol to Tashica in honor of Officer Hilliard.

May the memory of Officer Hilliard never be forgotten.

Francis Scott Key Bridge Comment Period: 

  • The Maryland Department of the Environment (MDE) is holding a public informational hearing to inform the public that the Maryland Transportation Authority (MDTA) has requested a Water Quality Certification and has submitted a Joint Permit Application to authorize construction of a new bridge to replace the Francis Scott Key Bridge. The Rebuild Project will include construction of a new bridge in the Patapsco River. It will be located in the same location as the original bridge, following the existing centerline across the river. The new bridge will tie into the existing roadway on both sides of the river and will stay within MDTA’s existing right-of-way.

    The purpose of the public informational hearing is to share details about the permit applications and answer any questions. It is also an opportunity for the public to provide their comments. Please note: The public informational hearing will not provide information or updates on the Key Bridge Rebuild effort. Comments will be accepted on the Rebuild Permit Applications ONLY.

    Oral statements for or against this project may be presented at the hearing, located at:

Request For Input on Offshore Wind: 

  • The Maryland Department of Natural Resources is sharing three opportunities to provide comment to the U.S. Bureau of Ocean Energy Management related to Central Atlantic 2 offshore wind:
  • Respond to the Federal Register Notice (Docket No. BOEM-2024-0040) link and provide written comment. This notice was issued on August 22, 2024, by the U.S. Bureau of Ocean Energy Management and announces a call for information.  Comments can be submitted through October 21, 2024.
  • Register for a virtual meeting of the Intergovernmental Renewable Energy Task Force held by U.S. Bureau of Ocean Energy Management on September 10-11 to discuss the new call and leasing process for the Central Atlantic. There will be an opportunity for the public to provide verbal feedback at the end of the meeting. 
  • Register for one of six public meetings U.S. Bureau of Ocean Energy Management will hold for this process - one virtual and five in-person. An in-person is scheduled to be held in Ocean City on September 24.

Statement On Second Assassination Attempt:

Like many of you, I was shocked to see reports that the Federal Bureau of Investigation (FBI) is investigating an attempted assassination of President Trump. This comes just two months after another attempt to kill the former president at a rally in Butler, Pennsylvania. I am thankful President Trump was not harmed and will continue to pray for his protection. As a second assassination attempt on President Trump is investigated, we need answers, accountability, and transparency now more than ever.

Joint Hearing on Severe Food Shortages in Tribal and Elderly Communities:

Following disturbing reports of severe food distribution in our Tribal and elderly communities, I chaired a joint oversight hearing to investigate the matter. This was a unique hearing as Members from the House Appropriations Committee and House Agriculture Committee came together on this urgent topic.

What we learned in the hearing is that this is a tragic situation that has been inflicted upon our nation’s Tribes by the Biden-Harris United States Department of Agriculture (USDA). As is typical for this Administration, when they create a catastrophe that could have been avoided, no one is held accountable, and no one takes ownership for the egregious mistakes.

As chairman of the House Appropriations Agriculture, Rural Development, and Food and Drug Administration Subcommittee, I will continue to investigate this matter and hold those responsible for this disastrous situation accountable.
