ATF is committed to ensuring public safety by working directly and through partnerships to assist federal firearms licensees (FFL) and federal explosives licensees and permittees (FEL/FEP) in complying with federal laws and regulations.?A disaster preparedness plan [ [link removed] ] should be established by all FFLs and FELs/FEPs to safeguard their businesses by protecting explosives, firearms, and required records.

General Notice: 2024 Annual List of Explosive Materials

This Federal Register notice [ [link removed] ] publishes the 2024 List of Explosive Materials, as required by law. The list covers not only explosives, but also blasting agents and detonators, all of which are defined as ??explosive materials?? in 18 U.S.C. 841(c). Subject to limited exceptions, only federal explosives licensees and permittees may possess and use explosive materials, including those on the Annual List.

Federal Register Action on the Report of Multiple Sale or Other Disposition of Pistols and Revolvers

The comment period is open until *Oct. 18, 2024*, for this Federal Register Action [ [link removed] ], which is an extension of a previously approved collection. The purpose for this action states, ??Each licensee shall prepare a report of multiple sales of other dispositions whenever the licensee sells or otherwise disposes of, at one time or during any five consecutive business days, two or more pistols, or revolvers, or any combination of pistols or revolvers totaling two or more, to an unlicensed person.?? The report shall be prepared on ATF F 3310.4, Report of Multiple Sale or Other Disposition of Pistols and Revolvers.

New Reporting Requirement for Type 07 and Type 08

To assist its efforts in investigating and combating the illegal movement of firearms along and across the Southwest border, ATF is now requiring all licensed manufacturers and importers (in addition to dealers and pawnbrokers who are already so required) in Arizona, California, New Mexico and Texas to submit record information concerning multiple sales of certain rifles. ATF has the authority to issue this letter [ [link removed] ] to collect such record information from federal firearms licensees under 18 U.S. Code 923(g)(5).
