Today, Governor Holcomb laid out a phased, systematic, data-driven plan for
reopening our state.

“We’ve developed a 5-stage roadmap that with our collective efforts, can help
us reach the goal of having Indiana back on track by July 4th.” –Governor Eric
Holcomb

 

Today, Governor Holcomb laid out a phased, systematic, data-driven plan for
reopening our state. His comprehensive approach allows us to get back on track
whileprotecting the health and safety of vulnerable Hoosiers and ensuring our
healthcare system is not overwhelmed.

 

“We will follow 4 guiding principles to determine how plans to reopen various
sectors of the economy move forward.” –Governor Holcomb

 

Those 4 principles are:

* The number of hospitalized COVID-19 patients statewide has decreased for 14
days.
* The state maintains its surge capacity for critical care beds and
ventilators.
* We can test all Hoosiers who are COVID-19 symptomatic.
* We can contact all individuals who test positive for COVID-19 and expand
contact tracing.
 

“This is the data that have guided us every day since this emergency began,
and we’re not going to let off the gas now.” –Governor Holcomb

 

The governor’s Back on Track plan unfolds in five stages. We’re currently in
stage 1 and stage 2 will roll out over the next 3 weeks.

 

Stage 2 for getting Indiana Back on Track:

* Hoosiers 65 and over and those with high-risk health conditions should
remain home as much as possible.
* Lifting essential travel restrictions and permitting social gatherings of
up to 25 people.
* Retail stores, shopping malls and commercial businesses can open at 50%
capacity.
* Restaurants can open on May 11 at 50% capacity, bar seating will remain
closed.
* Personal services may also open on May 11 by appointment only and must
continue to follow social distancing guidelines.
* Office workers are encouraged to continue working remotely where possible
 

 

Nearly all of Indiana will move to stage 2 this Monday, May 4. Marion and Lake
counties will begin stage 2 on May 11, Cass County on May 18.

 

Starting May 8th, for all 92 counties, indoor worship services may also
convene, following specific social distancing guidelines.

 

If health indicators remain positive, Governor Holcomb will move us to stage 3
on May 24th.

* Older and at-risk Hoosiers may venture out cautiously. Those who can work
remotely should continue to do so.
* Social gatherings of 100 or more may occur.
* Retail stores and malls may move to 75% capacity; movie theatres at 50%
capacity.
* Gyms and fitness centers may open with restrictions on social distancing.
 

If we’re still on track on June 14th, we’ll advance to stage 4:

* Social gatherings of up to 250 people may occur.
* State government building will be reopened to the public.
* Professional office building employees may resume work at full capacity.
* Retail stores and malls may open at full capacity with social distancing
guidelines still in place.
* Dining room service open may at 75% capacity; bar seating at 50%.
* Zoos, museums, bowling alleys, and other tourism and cultural attractions
open at 50% capacity.
 

“Our goal is to have all areas of the state reach stage 5 beginning July 4th.”
–Governor Holcomb

 

In stage 5:

* We’ll continue to practice social distancing, but conventions, fairs,
sporting events, festivals and similar events may resume.
* Retail stores, malls, restaurants, bars, nightclubs, gyms and personal
services may operate at full capacity.
* Restrictions will be lifted at tourism and cultural destinations.
 

Governor Holcomb will update and change this roadmap as needed along the way.
If the 4 guiding principles are not met, portions of the state may need to
pause or return to an earlier phase of the plan.
