It’s not enough for us to know our plan, we must also know our opponents' plans—and House Democrats are scheming a plot to cement their agenda into law for another year, regardless of the election outcome. Here is what you need to know.
Setting the Stage for a Funding Fight
Congress is rapidly approaching the September 30 government funding deadline. The Democrats’ plan is to politically blackmail Republicans into giving them a spending vehicle to advance Left-wing priorities by passing a continuing resolution (CR) that extends funding only until December, setting up a potential government shutdown right before Congress goes on Christmas break. Conservatives should not take the bait.

When lawmakers are eager to leave town for the holidays, Democrat leadership will then present an “omnibus” as the only solution. An omnibus is a multi-thousand page spending bill that combines all the 12 individual spending bills (which are supposed to be passed separately) into one massive bill that would be negotiated in a lame-duck session of Congress—which does not reflect the will of the American people who voted in the November election.

Congress will then be forced to either pass this expensive
bill that they won’t have time to read, or to shut down the government right before Christmas.
The omnibus would fund the government for the remainder of the fiscal year (through September 2025) and contain all the priorities of the Democrat controlled Senate.

The worst part about this is that by the time this happens in December, the current Congress will have been voted out of office by the November election, but will not officially leave until January. The ones doing the legislating would be representatives whom the voters rejected, instead of those newly elected who just received a legislative mandate from the American people.

To stop this from happening, Congress must pass a CR that extends funding into the new year—which will save taxpayers money AND give the new Congress the opportunity to set a new, better agenda.

Democrat Stonewalling
It’s not only what the Democrats plan to do, but what they plan not to do that we must counter. House Republicans are working to attach the Safeguard American Voter Eligibility (SAVE) Act to the continuing resolution that is expected to be voted on this week. While the vote count is close right now, House leadership announced they are working through the weekend to shore up support for the Republican plan to spend less money and secure our elections.

The SAVE Act would close the loopholes that allow non-citizens to vote. Democrats like to say that it’s already illegal for non-citizens to vote. This is true. But it ignores the fact that there is currently no enforcement mechanism to ensure non-citizens are not casting votes in U.S. elections.

Speed signs on the highway don’t enforce the speed limit. Actual law enforcement is required for the limit to be followed. Democrats continue to ignore the obvious reality that more must be done to stop non-citizens from registering and voting.
House Republicans need to keep the pressure on the Democrats by combining the CR and the SAVE Act. This will put Democrats on the defensive where they will have to explain to their constituents why they think it’s okay to allow non-citizens to vote, and why they think they should be allowed to fund the government beyond their time in office.

Rooting Out Wokeness in Our Institutions
Next week, the House is expected to take up a series of bills to take on the environmental, social, and governance (ESG) movement.

ESG policies are an attempt by the Left to coerce businesses and financial institutions to advance progressive ideology in American society. From requiring companies to appoint board members based on race and sex, to making investment decisions and using public dollars for boycotts based on social justice requirements, ESG puts politics over economic freedom and prosperity.

To combat this, the House will be considering the Prioritizing Economic Growth Over Woke Policies Act <[link removed]> and the Protecting Americans’ Investments from Woke Policies Act. <[link removed]>

Together, these bills would require asset managers to conduct their fiduciary duties and make investment decisions based solely on financial factors, not political agendas. This impacts millions of Americans with a 401(k), 403(b), or any type of private sector employer-sponsored retirement plan.

The House will also consider a bill to root out wokeness in colleges with the Accreditation for College Excellence Act, a package of bills that would:



- Prohibit accreditors from assessing an institution’s commitment to any ideology, belief, or viewpoint for the purposes of receiving accreditation for Higher Education Act (HEA) funding
- Limit accreditors from adopting any additional standards for accreditation to receive HEA funding
- Make free speech on campus a condition of receiving Title IV (authorization of loans) funds under the Higher Education Act
- Require all institutions to annually disclose First Amendment policies held by the institution
- Prohibit institutions from forcing students, faculty, or applicants to take political litmus tests



Heritage Action will be watching closely as these bills hit the House floor.
