Dear Friend,

It’s no secret that the Chinese Communist Party (CCP) presents the greatest external threat to American values and our national security.

While the Biden-Harris administration and Tim Walz have spent their years in politics cozying up to Communist China with appeasement, it’s clear that this has only made the CCP more ruthless.

That’s why, House Republicans took up numerous measures this week to combat the CCP and restore the strength of the U.S.

In a big win for American sovereignty, my legislation – the No WHO Pandemic Preparedness Treaty Without Senate Approval Act – passed out of the House yesterday with bipartisan support. You can click here to view the vote.

You may remember from past Telegrams that the World Health Organization (WHO) has proven time and time again that they cannot be trusted to carry out an effective pandemic response. Most recently, they parroted the lies of the CCP that there was no human-to-human transmission during COVID-19.

Despite this, the Biden-Harris administration wants to reward them by unilaterally giving them a say in our health and pandemic management.

My legislation will put a stop to this, increase transparency, and protect our sovereignty from this corrupt international organization. It requires any WHO accord to be considered as a treaty, and get the approval of two-thirds of the U.S. Senate. You can read more about it here.

In addition to my legislation, the House also passed H.R. 1398, which would restart a Trump-era program to root out CCP spies and espionage – a program that the Biden-Harris White House inexplicably shut down shortly after taking office.

Other measures the House approved this week include The End Chinese Dominance of Electric Vehicles in America Act,which prevents the CCP from pocketing any taxpayer-funded electric vehicle incentives, and the Protecting American Agriculture from Foreign Adversaries Act which would strengthen the review process for any foreign purchases of U.S. farmland.

This last bill is particularly important given China's growing efforts to acquire American agricultural land. We must protect our food supply for future generations, and that starts with ensuring that the CCP and other foreign adversaries are not buying up our productive farmland.

Thanks again for starting off your weekend with us! We hope you enjoy this week’s edition of the Tiffany Telegram.

Sincerely,

Every state is a border state

For more than three years, the Biden-Harris administration has worked around the clock to erase our border and undermine our immigration laws. The results have been tragic, with foreign migrants flooding into American communities from coast to coast, straining schools, hospitals, and social services while leaving a trail of innocent victims in their wake. Last week, we saw the real-life impacts of these policies right here our state, when a Venezuelan gang member was arrested in Prairie du Chien on allegations of domestic violence, sexual assault, child abuse, and strangulation. As bad as that is, it gets worse. News reports indicate that the perpetrator had been previously detained in Minneapolis, and had active warrants in Dane County for similar offenses at the time of his arrest for crimes that included false imprisonment and battery. So why was he still on the streets? That’s a question I asked the Sheriff of Dane County, which is classified as a so-called “sanctuary” jurisdiction, meaning they refuse to cooperate with federal immigration enforcement efforts – a violation of federal law. Telegram readers may recall that the House approved a measure I authored last year to crack down on these illegal “sanctuary” policies. Unfortunately, the Senate has yet to take it up. In the meantime, however, Dane County owes us some answers. You can read the letter that Rep. Derrick Van Orden (WI-03) and I sent to the sheriff demanding them here.

What the liberal media refuses to tell you

I am not sure if you had time to watch the debate on Tuesday night, but I wanted to take a minute to highlight the radical, progressive policies of Kamala Harris. Now, you might not see this on mainstream outlets like ABC, but here is the truth. This week, the House Judiciary Committee held a hearing with victims of the border crisis, along with a sheriff who is the president of the California State Sheriffs' Association. As a law enforcement leader from Kamala Harris's home state, Sheriff Boudreaux is deeply familiar with her policies. That’s why I asked him to confirm whether she intended to end ICE detainers, meaning ICE officers would no longer be able to take custody of criminal non-citizens and deport them. He confirmed it was true. Further, it also came out that she wants to decrease funding for ICE to carry out their enforcement, give illegal aliens free healthcare, and force you, the taxpayer, to even pay for sex change surgeries for detained illegal aliens (more on that later). Click here to read more. While these extreme policies would destroy illegal immigration enforcement in our country, that’s not all. She also supports biological men playing women’s sports, banning fracking, ending private health insurance, and ending cash bail. As Kamala Harris has stated numerous times over the past few weeks that her, Values have not changed,” it’s clear that these are the policies she supports.

Illegal aliens are committing crimes all over the United States. Instead of being deported, they move to a new “sanctuary” city. Click here or on the image above to watch my questioning in Judiciary.

Committee Update

Natural Resources

Permitting reform round two

On Wednesday, we had a Full Committee Hearing in Natural Resources about a bill that will help modernize The National Environmental Policy Act (NEPA) and its arcane permitting requirements, which are in dire need of improvement. Chairman Westerman’s bill will bring NEPA into the 21st century by reducing timelines, addressing frivolous litigation, streamlining agency reviews, and more. It’s no secret that the permitting process in America is broken – making it nearly impossible to build things on schedule or on budget. All these additional hurdles have made it difficult to do business here, especially, when it comes to energy projects. This is an issue I’ve been focused on and one I’ve talked about a lot. While we’ve accomplished some significant progress this Congress, there is still much more to be done. That is why I am so glad we had the discussion on this bill and had great witnesses who talked about the benefits it would have for communities and key economic sectors around the country. I should also note that these reforms would not weaken environmental standards, but rather reform antiquated processes and timelines. Environmental protection and economic prosperity are not mutually exclusive goals – and I support advancing both. You can watch my questioning here.

Recent Legislation

Kamala wants YOU to fund illegals’ sex change surgeries

Yes, you read that right. This week, it was uncovered that in a 2019 ACLU questionnaire, Vice President Kamala Harris pledged to support taxpayer-funded sex change surgeries for prisoners and illegal alien detainees stating, “It is important that transgender individuals who rely on the state for care receive the treatment they need, which includes access to treatment associated with gender transition. That’s why, as Attorney General, I pushed the California Department of Corrections and Rehabilitation to provide gender transition surgery to state inmates.” Is that really a good use of your money? Mrs. Harris may think so, but I do not. That’s why this week, I signed on to Rep. Greg Steube’s (FL-17) bill, the Stopping Transgender Operation Payments and Wacky Expenses for Illegal Residents and Detainees Act, also known as the STOP WEIRD Act. This legislation would block federal dollars from paying for sex change surgeries for illegal aliens. You can read more about it here.
