Dallas has failed in every sense of the word to secure our streets from vagrancy. **Dallas Approach to Homelessness Isn't Working**

Councilman Jesse Moreno of City Council District 2 has

**released an op-ed** [link removed] in the Dallas Morning Snooze (News) highlighting the significant faults in Dallas's response to homelessness. Councilman Moreno proved himself over-target by stating that the current status quo of "Housing First" is an abject failure.??

Housing First is a policy that supports housing as a top priority in dealing with homelessness. While it may sound good on paper, the reality is that Dallas is spending millions of dollars hiding our homeless population for weeks at a time.

**Meanwhile, those vagrants are not getting real help with their mental illness and addictions and end up back on the streets with little change.**

Vagrancy has only gotten worse since the start of the decade, and every push from the city has backfired. After attempts to provide "affordable housing" by purchasing properties like the abandoned hospital on

**defunct homeless shelter** [link removed] downtown, the City has failed to present solutions that result in meaningful change.

**The City's obsession with Housing First has doomed our present response to Homelessness.**

Councilman Moreno wants a significant change, which means abandoning the failed Housing First model and enacting real solutions like the

This week, Executive Director Joseph Porter went live from the Original Market Diner on Harry Hines Blvd. to show off the vagrant camp that has placed a local restaurant under major stress with criminal activity. KDS obtained an open records request proving the City is aware of these issues, yet the owner says officials have done nothing after YEARS of complaints!

This camp in Gay Donnell Willis's District 13 has been dubbed "Underpass Trash Camp." As vagrancy is left unchecked by the powers that be, similar scenes pop up all over the City.??A sidewalk is overtaken with vagrants and panhandlers, all loitering around and bringing crime with them. This must end!

**District 2 Councilman Jesse Moreno**

**"Construction Zone Camp"**

This camp in Jesse Moreno's District 2 has earned the title "Construction Zone Camp." This vagrant has taken up a permanent residence under I-30 and has decided to start building stuff from scrap wood with all his extra time. We have passed this camp multiple times and he is always building

**something** as we pass by. Why does our City leadership let people live in public spaces - especially this close to highways?

**"Roadside Living Room**

**??Camp"**

We named this camp in Omar Narvaez's District 6 "Roadside Living Room Camp." These vagrants stayed in this exact spot when the overhead bridge was under dramatic construction. The construction crew left, and these people remain here in this makeshift living room. The city is so inept at responding to homelessness that the construction crew had to work around them!
