But Southeast Texas is expected to contend with occasional wind-whipped showers and rough surf Wednesday. So when will the risk of coastal flooding along the upper Texas Gulf Coast dwindle?
Minimal rain threat for Houston
Scattered downpours are most likely to occur in the Houston metro area along and east of Interstate 45. Similar to the showers that pushed through Houston on Tuesday, Wednesday’s rain will likely be enough to result in wet roads and standing water — but don’t worry too much about street flooding. Wind gusts of 20 to 30 mph are possible at times as Francine bypasses Houston.
Along the coast, showers will continue, especially through the early afternoon. Downpours will be scattered at best and brief. Rainfall totals of an inch to 3 inches are expected, mainly from Galveston to Beaumont. Coastal flood alerts [ [link removed] ] will continue as water piles up along the shore. Areas that dealt with rising water during Tropical Storm Alberto in June are likely to see it again Wednesday.
Beach closures and flood-prone coastal roads may be affected by the 1 to 3 feet storm surge [ [link removed] ] forecast for the region. Wind gusts of 35 to 45 mph are possible at times, but this will not be enough to result in prolific power outages." Houston Chronicle [ [link removed] ] ($)
“Abbott says potential power outages from Tropical Storm Francine will be restored within hours,” Texas Tribune's Pooja Salhotra — “Tropical Storm Francine could bring life-threatening storm surge, dangerous winds and high water on Texas roadways along the Gulf Coast, Gov. Greg Abbott said Tuesday morning, urging Texans to heed advice from their local officials and remain vigilant because the storm could still change course.
Galveston County Judge Mark Henry issued a voluntary evacuation order [ [link removed] ] for the Bolivar Peninsula through Wednesday evening because flooding and high tides could hamper travel to and from the peninsula, leaving vulnerable people at-risk.
The storm is currently moving northeastward across the Gulf of Mexico and is expected to become a hurricane before making landfall in Louisiana on Wednesday. A storm surge warning is in effect for Sabine Pass, Texas, to the Mississippi-Alabama border, according to the National Hurricane Center [ [link removed] ]. Storm surge warnings and watches for the Texas coast from High Island southward were discontinued as of Tuesday afternoon.
The storm comes about two months after Hurricane Beryl [ [link removed] ] ripped through the Texas coast, knocking out power for millions of Texans and toppling trees and homes. Houston-area utility CenterPoint Energy came under fire [ [link removed] ] after that storm for failing to communicate clearly with customers and for not restoring power quickly enough. Some customers were without power for more than 10 days.
While minor power outages could occur with Francine, Abbott said power companies — including CenterPoint — would be expected to restore electricity within hours.
“CenterPoint knows they are under a microscope,” Abbott said during a Tuesday press conference in Austin. “This is their time to perform, their time to show they are living up to the promises they have made.”" Texas Tribune [ [link removed] ]
