“Hurricane Francine landfall timeline: Here's when and where,” Houston Chronicle's Roberto Villalpando and Justin Ballard — “Tropical Storm Francine, churning through the western Gulf of Mexico toward the Louisiana coast this week, was expected to intensify into a hurricane on Tuesday, National Hurricane Center forecasters said.

They warned that the storm could produce life-threatening storm surges before making landfall Wednesday in southern Louisiana, possibly as a Category 2 hurricane, which pack winds as strong as 110 mph. The hurricane center said that any storm preparations being made along the Louisiana coast need to be completed by the end of the day.

Radar imagery on Monday showed signs of a developing eye wall, indicating that Francine could strengthen into a hurricane soon, forecasters with the National Weather Service office overseeing Southeast Texas said.

As of 7 a.m. Tuesday, the rotating center of the tropical storm was about 125 miles southeast of the mouth of the Rio Grande and about 395 miles south of Cameron, Louisiana. Francine was packing maximum sustained winds of 65 mph and was moving north at 5 mph.

The National Weather Service placed the Louisiana coast from Sabine Pass at the Texas border eastward to Grand Isle under a hurricane warning. The warning is typically issued 36 hours before the first occurrence of tropical storm-force winds or conditions that make outside preparations difficult or dangerous, the weather service said, adding that “preparations to protect life and property should be rushed to completion.”

A storm surge warning was in effect for the U.S. Gulf Coast, from east of High Island in Texas to the mouth of the Mississippi River. Surge heights of 4 to 7 feet and 5 to 10 feet were possible, forecasters said. A warning means the affected area faces a life-threatening threat of rising water moving inland from the coastline in the next 36 hours, according to the weather service.

Meanwhile, a tropical storm warning was in effect in Louisiana from Morgan City to the mouth of the Pearl River (border with Mississippi), and in Texas from High Island to Sabine Pass as well as from the Rio Grande to Port Mansfield. A warning means that tropical storm conditions are expected within 36 hours.

As Houston holds its breath, the center of Tropical Storm Francine was moving northwest early Tuesday off the east coast of northern Mexico. The storm is expected to speed up and turn northeast later on Tuesday.

“On the forecast track, Francine is anticipated to be just offshore of the coasts of northeastern Mexico and southern Texas through today, and make landfall in Louisiana on Wednesday,” the National Hurricane Center said in its Tuesday forecast.

More intensification is likely to occur Tuesday and Wednesday as Francine spends more time absorbing heat energy from the especially warm waters in the western Gulf of Mexico. Forecasters said the storm could become a strong Category 1 or a Category 2 hurricane, with maximum sustained winds of 85 to 100 mph, before it makes its final landfall in south-central Louisiana.

Tropical storm-force winds, which can range from 40 to 70 mph, extend outward up to 140 miles from Francine’s rotating center, forecasters said.

In a Tuesday morning briefing, the weather service office overseeing the Houston and Galveston areas said “Francine has been disorganized overnight; however, it is expected to become better organized and strengthen into a hurricane today.”

“Coastal counties along the upper Texas coast could potentially be impacted with strong winds and coastal flooding along with locally heavy rainfall,” forecasters said, adding that landfall was still expected in Louisiana." Houston Chronicle ($)
