Pacific Soda, LLC, filed an application for the construction and operation of the Dry Creek Trona Project (Project). The Project is in two distinct locations within Sweetwater County for the Solution Mine Surface Operations/Well Field and the Processing/Refining area. The Mine Site comprises the Well Field, Solution Mining Pump Station Area, Surge Pond, Low TA Pond, and Landfill are located approximately 20 miles southwest of Green River, Wyoming. Until the Mine Site Access Road is constructed, the primary route of transportation for construction materials will be via truck from I-80 to WY-530 and then to the existing access road. Once the Mine Site Access Road is constructed, the primary route for construction materials will be from I-80 to CR-85 and then to the Mine Site Access Road. Processing Facilities are located approximately 8 miles west of Green River, Wyoming and include the Refinery, Cogeneration Facility, Calcining and Caustic Production Facility, Emergency Purge Pond, Landfill, Salt Storage, and a Rail Loop. For the Processing Facility, the primary route of transportation is I-80 to WY-372. Additional traffic may come from the north on WY-372. Transportation corridors and infrastructure will cross a combination of private, state, and BLM lands. Construction of the Project is planned to begin Quarter 3 of 2025 and is expected to take approximately 49 months to complete. On average, the Project will employ 2,100 construction workers annually, with a peak of 4,200 construction workers. The Project is expected to be operational early 2029 with a workforce of an estimated to be 530 workers.

Notice of Opportunity to Observe Hearing
Notice is hereby given that the Wyoming Industrial Siting Council will conduct a contested case hearing on the application for a permit for the Dry Creek Trona Project, beginning at 1:00 PM on December 3, 2024, and may continue, as needed, on December 4, 2024, at a time determined by the Council, at the Hampton Inn & Suites Green River, 1055 Wild Horse Canyon Rd, Green River, WY 82935. The Council will consider the applicant’s request for a permit pursuant to the provisions of the Industrial Development Information and Siting Act (W.S. 35-12-101 et. seq.) and the rules and regulations adopted thereunder.
Persons eligible pursuant to W. S. 35-12-111 and wishing to participate must notify the Industrial Siting Council in writing by November 13, 2024 and participate in a pre-conference on November 22, 2024 at 10:00 AM at the Hampton Inn & Suites Green River, 1055 Wild Horse Canyon Rd, Green River, WY 82935 and participate in person at the hearing on December 3, 2024 at 1:00 PM, and any continuance of the hearing on December 4, 2024, at a time determined by the Council, at the Hampton Inn & Suites Green River, 1055 Wild Horse Canyon Rd, Green River, WY 82935. Persons desiring to make a limited appearance statement, may submit a written statement as provided by W. S. 35-12-111(c). Limited appearance statements must be received by the Division no later than November 29, 2024 or handed to the presiding officer at the hearing on December 3 or 4, 2024.
