🧑‍⚖️ A legal dispute embroiling county government over the reopening of a juvenile detention center has been resolved through an agreement establishing a board of advisers to oversee the revamped facility. The settlement ends a feud between council and the administration that began last year when former Executive Rich Fitzgerald engaged a private agency to run the Shuman Center.

🏠 Pittsburgh Mayor Ed Gainey has proposed a flotilla of zoning changes to spur affordable housing and slow an exodus of Black residents. But his plans must clear a divided city council.
