For the past four weeks, Heritage Action has been preparing you for the return of Congress. On Monday, you will be better prepared for what comes next than most. Informed and active citizens are invaluable to our Republic. Here is what is most imminent for Congress when they return.
FY2024 Government Funding Expiration
When Congress returns to Washington on Monday, they will only have three weeks until government funding expires. Since Congress has again failed to pass 12 appropriations bills, lawmakers will have to use a continuing resolution (CR) or an “omnibus” to avoid a government shutdown.

The Democrats’ plan is to extend funding with a continuing resolution (CR) until December, and then pass a massive “omnibus” bill during a lame-duck session. This gives Democrats the opportunity to spend as much of your money as possible, which will make inflation worse and fund their Leftist priorities.

To save taxpayers money and set up the next administration to build a better budget, conservatives should instead pass a CR that will extend funding into 2025. This will avoid a politicized government shutdown AND a reckless omnibus package before the holidays.
Heritage Action has launched a new toolkit explaining the current state of play on the spending fight in Congress, the best path forward, and how we can maximize the leverage of a CR to push the issue of election integrity by attaching the Safeguard American Voter Eligibility (SAVE) Act <[link removed]>.

Maximizing the Fight Over Funding
House Republicans should unite to maximize this opportunity by not only passing a CR into the new year, but also attaching the Safeguard American Voter Eligibility (SAVE) Act <[link removed]> to that CR before sending the bill to the Senate.

The SAVE Act is a common-sense, bipartisan bill that ensures only American citizens can vote in American elections. While it is already illegal for non-citizens to vote, many states are not required to enforce the law. .

Heritage Action Executive Vice President Ryan Walker appeared on the Heritage Explains podcast to talk about the need for the SAVE Act.

In many states, driver’s licenses are accepted as proof of citizenship to vote, but proof of citizenship is not required to attain a driver’s license. The SAVE Act would close these loopholes and make the electoral process more secure. But Democrats don’t want this to be the case. Democrats want to allow illegal immigrants to vote. Nancy Pelosi herself admitted as much:

If Democrats want illegal immigrants and other non-citizens to vote, they should have to explain that to the American people. Republicans must remain united in support of election integrity.

Taking on China
As we have long said, passing legislation to take on China should be a top priority for this Congress. The House is slated to take up more than 35 bills next week to do just that. Several bills will be an important part of combatting the growing threat from China, but a few of the most meaningful are highlighted below:




- H.R. 8333 <[link removed]> – BIOSECURE Act – Prohibits heads of executive agencies from procurement or contracting with certain biotechnology companies with ties to China
- H.R. 2864 <[link removed]> – Countering CCP Drones Act – Prevents certain new telecommunications or video surveillance equipment (i.e. drones) from being marketed, sold, or operated in the US.
- H.R. 8361 <[link removed]> — Economic Espionage Prevention Act – Authorizes sanctions against foreign adversary entities that engage in economic espionage against U.S. persons, support to foreign adversaries military or intelligence services, or the violation of U.S. export control laws.
- H.R. 8152 <[link removed]> – Remote Access Security Act – Allows for issuance of licenses and imposing penalties on exporters of technology that could be accessed over a network connection between foreign and U.S. entities, such as a cloud computing service.




However, the bills announced so far don't include necessary efforts to curtail investment in China's military <[link removed]> and end China's exploitation of trade loopholes. We will continue to advocate for their advancement. Key Vote Cosponsorhip: Defining Male and Female Act
Another crucial bill making its way through Congress is the recently-introduced Defining Male and Female Act (H.R. 9218), led by Representative Mary Miller (R-Ill.).

H.R. 9218 will protect women and children by enshrining scientific and legally sound definitions of male and female in federal law. This bill would permanently reverse the Biden-Harris Title IX rewrite and prevent future agencies and administrations from redefining “sex” as a pliable legal category.

Until now, no precise legal definition of sex—and especially the terms “male” and “female”—was needed because no one contested the inherent differences between men and women. Unfortunately, gender ideology’s growing influence on our laws and institutions requires now that Congress take action to define male and female.

Heritage Action will include the cosponsorship of this bill in our legislative scorecard. Every member of the House has the opportunity to improve their score by supporting this legislation.
